Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s China Office supports and carries out work on (i) enhancing women's economic empowerment; (ii) ending violence against women; and (iii) innovative work to address gender issues in China. Our work in China is further supported and catalyzed through strategic partnerships, including with private sector partners. In support of these priorities the UN Women China office is looking to hire an international consultant to provide support for the overall management of UN Women’s programme and partnership. The Consultant will lead the development and management of UN Women’s strategic global partnerships related programme in financing for gender equality and provide management support for programme development and resource mobilization in other key areas.

Financing for gender equality is a new area of programming and partnership for UN Women China office, and the consultant will lead developing the portfolio which includes identification of key opportunities, development of partnerships, prodoc development, management, and oversight of all related activities of the office. The office is currently undertaking a landscape analysis on financing for gender equality, which will serve as the basis for designing next steps in programme and partnership.

Moreover, the consultant will also support resource mobilization and programme development in other key emerging areas of the office. This includes working closing with the team on stakeholder analysis, supporting programme and prodoc development, and strengthening monitoring and reporting capacities, mechanisms, and processes.

Duties and Responsibilities

Main Objectives and Purpose of the Consultancy

The consultant will work under the direct supervision of the country director, and closely with the partnership specialist as well as with programme teams and operation teams as relevant. The consultant is required to work closely with UN Women HQs and regional office as needed.

Duties and responsibilities

1. Lead the establishment of financing for gender equality portfolio that includes the following:

  • identification of key strategic opportunities and partners working in the area
  • lead the finalization of the landscape analysis and organize a round table dialogue on the key findings/recommendations involving key stakeholders
  • development of partnership and programme in line with UN Women’s mandate
  • lead resource mobilization including prodoc development and finalization
  • Provide management, oversight, and reporting on all related activities of the office

2. Support programme and partnership development in office’s key strategic programme priority areas including prodoc development, support for resource mobilization, monitoring and reporting support. This includes harmonization of programme linkages for scaling up and impact; programme development in new area including development of TOC, programme design and implementation modality.

3. Support strengthening of programme monitoring, and reporting mechanisms and capacities of the office including:

  • Quality assurance of M&E plan and reporting of the office
  • Technical support to programme teams on developing monitoring and evaluation framework/indicators
  • Training for staff on M&E
  • Technical support on development of RBM TOC, performance and monitoring framework of the office as relevant and of programmes

4. Represent UN Women in UN coordination mechanism as needed and with key stakeholders as relevant

  • Experience development programming monitoring and evaluation is required, including development of M&E framework, indicators, and results-based framework application
  • Experience in financing for development is an asset
  • Knowledge of China including partnership landscape is highly desirable Experience working in/with the UN system, other international organizations and donors is an asset

Language Requirements

  • Proficient in spoken and written English (including editing and reporting) is a must.

Contract period and work location

  • The consultant will be engaged for 6 months initially, starting from 26 April to 10 November 2023. Deliverables from the consultant will be reviewed and approved by UN Women China Office Country Representative before they are considered final.
  • This position has a flexible working arrangement by which the consultant can work remotely but also visit the UN Women China Office periodically for external meetings and consultations. The job will include external meetings both online, and offline in Beijing (and other parts of China). Hence, it is preferred the incumbent is based in China, preferably in Beijing.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.
