You have:
- University degree in Business, Administration, Public Administration or Commerce, Engineering or any related field.
- At least five years of relevant experience in procurement related activities with at least two in public procurement.
- Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian.
Organizational Setting
FAO's office for Iraq is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Iraq CPF 2018-2022.. It develops and maintains relations with the relevant Ministries at country level. The post is located in in Erbil, Iraq.
Reporting Lines
Under the overall supervision of the Budget Holder/FAO Representative (FAOR), the guidance of the Deputy FAO Rep. and the Senior Resilience Officer in Baghdad, and in close collaboration with the Finance and Operations Officers, government counterpart staff, and FAO staff.
Technical Focus
Tender documents, contracts for services and purchase orders for goods.
Tasks and responsibilities
• Prepare project procurement plans in close collaboration with the Project Team; • Prepare bidding documents including RFQ, IT B and RFP and initiate the procurement process in full compliance to FAOR procurement policy, roles, regulation and procedures entities; • Ensure compliance of FAOR procurement policy, rules and regulation and procedures to make the procurement stuff process; • Prepare PRs within project level and initiate local procurement process for small items required by the project; • Prepare, submit and follow up all customs clearance procedures for FAO assets importing/entering into Iraq; • Submit and follow up with the Customs on all customs clearance processes for personal effects of Int’l staff; • Maintain records of contract processed and manage day to day update and monitor the ongoing contracts database; • Maintain and follow-up a contract monitoring system; • Prepare PRs for goods, civil work services and request and ensure SOW and specifications are well developed for further procurement process; • Assist in the data entry records keeping system for all civil work services; • Establish database for keeping records of all expendable and non-expendable items; • Maintain office inventory records keeping system up to date and report to Team Leader on monthly basis; • Assist FAOR procurement logistics staff in custom clearances of vehicles and goods purchased from overseas relevant to projects; • Maintain procurement documents in both hard and soft filling system; • Process paper works to submit the requests for Residencies and extensions to the Ministry of Foreign Affairs for all international staff and their dependents; • Ensure the timely registration of newly arrived vehicles and their periodic extensions; • Perform any other request as required.

Minimum Requirements
• University degree in Business, Administration, Public Administration or Commerce, Engineering or any related field. • At least five years of relevant experience in procurement related activities with at least two in public procurement. • Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian. For PSA, working knowledge of English, French or Spanish.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in the field is desirable; • Demonstrated knowledge of internationally recognized procurement standards and of all phases of international procurement techniques and operations used in contracting for a diverse range of goods and services; • Extent and relevance of experience in public sector procurement dealing with complex contractual issues including revising, drafting of contract, formulating options and proposing recommendations; • Extent and relevance of experience in identifying clients' procurement-related needs and in providing support and guidance from clients' point of view; • Demonstrated ability to draft complex documents in English is considered a strong asset; • Ability to work under pressure and to carry out several tasks in a timely fashion and under tight deadlines with minimum supervision; • Courtesy, tact and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
