Organizational Setting

FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors and to respond to cries. FAO in collaboration with the Government of Malawi and with support of multiple development partners is implementing a wide range of activities to improve livelihoods of small-scale farmers as well as assisting a more inclusive and sustainable development in the country. FAO Malawi is currently supporting the Government to strengthen community-based resilience in vulnerable rural areas, facilitate a more sustainable management of natural resources and supporting nutrition-sensitive agriculture. Likewise, FAO provides and mobilizes technical assistance required by the country in areas related with agriculture production, agriculture economics and other areas relevant.

Reporting Lines

The International Procurement Specialist will be under the general guidance of the Chief Procurement Services and direct supervision of the FAO Representative

Technical Focus:

The subscriber will provide support to ensure that procurement activities comply with FAO's established policies and procedures and reflect best practice for public procurement in the field

Tasks and responsibilities

The incumbent will work more specifically:

  • Provide specialized expertise in procurement fields of activities.
  • Review and analyze procurement requests for completeness and conformity with established FAO rules, procedures, and practice; liaise with the requesters, as necessary, and recommend to supervisor appropriate strategy/approach to best serve institutional interests including requests from decentralized offices to undertake procurement locally.
  • Provide high level of expertise in preparing evaluation criteria for more complex procurement’s actions tender documents and contracts.
  • Perform operational functions relating to the procurement process including, but not limited to, preparation of documents in FAO’s ERP system and other office applications related to assigned procurement actions, preparation and issuance of tenders and purchase orders, evaluation of bids, organizes and presents cases to the Local Procurement Committee (LPC), follow-up with suppliers including follow-up on orders to ensure timely delivery, etc.
  • Develop proposals, liaising with CSLP HQ team and/or LEG to solve amicably possible disputes with suppliers.
  • Participate to all meetings with local suppliers held at FAO office or remotely to ensure that these are held in compliance with FAO Policy.
  • Develop ad-hoc procurement-related guidelines deemed useful for the office as appropriate.
  • Provide guidance to the office staff on procurement matters and on the implementation of procurement strategies and processes in conformity with the relevant rules, procedures, and practices.
  • Make recommendation of awards for procurement activities relating to the purchase of goods or services/works.
  • Review and analyze requests for ad-hoc re-delegation of authority to be introduced to CSLP HQ team or Regional Office for Africa for authorization.
  • Advise and guide colleagues on the use of IT applications, including e-tendering tools, utilized in the Procurement Service.
  • Support, advise and monitors and regularly updates procurements plans, ensure timely delivery of goods and services and its compliance with the requests;
  • Participate and organize procurement training and related training materials and promotes best practices and capacity development for the procurement unit and other personnel in the office.
  • Assess and address risks mitigation measures including audit observations and recommendations, and those associated with the ongoing global pandemic situation.
  • Support cooperation and collaboration with other UN organizations at country level.
  • Conduct review and quality assurance on requests for Letter of Agreement (LoA) for completeness and conformity with established FAO rules and procedures.
  • Produce relevant reports to support contract monitoring.
  • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Law, Business, Administration, Economics, Public Administration or Commerce or a related field. Candidates holding a first level university degree, Bachelors’ degree or equivalent, may also be considered if possessing two additional years of relevant work experience;
  • Five years of relevant experience in procurement related activities with at least two in public procurement;
  • Working knowledge of English.

Technical/Functional Skills

  • Demonstrated knowledge of internationally recognized procurement standards and of all phases of international procurement techniques and operations used in contracting for a diverse range of goods and services
  • Extent and relevance of experience in public sector procurement dealing with complex contractual issues including revising, drafting of contract, formulating options and proposing recommendations
  • Extent and relevance of experience in identifying clients’ procurement-related needs and in providing support and guidance from clients’ point of view
  • Demonstrated ability to draft complex documents in English is considered a strong asset
  • Work experience in more than one location or area of work, particularly in field positions is desirable
  • Work experience in more than one location or area of work
  • Experience in managing procurement in support of development programme with multiple thematic areas is desirable
  • Proven ability to work as a member of a team with diverse backgrounds;
  • Excellent oral and written communication skills.
