You have:
- An advanced university degree (Master) in a subject related to law and maritime/port management, management of transport or related field is required.
- At least 10 years of working experience in law and maritime field or ports with port management responsibilities in coordinating port-related activities and liaising with other ports in Latin America and the Caribbean.
- Experience with human resources related matters and in delivering workshops and conferences on maritime issues.
- Fluency oral and written in Spanish is required.
- Experience with port legal related matters.
- Experience with UNCTAD Port Management Programme and its capacity building methodology is desirable.

Duties and Responsibilities
Under the supervision of the Chief of Human Resources Development Section/TrainForTrade and the Coordinator of the Spanish Speaking Network of the Port Management Programme, the consultant will contribute to the following tasks: Port Management Programme (PMP) 1. Share knowledge and expertise related to the subject matter selected by participants for the final dissertations in Argentina and Peru. 2. Ensure the research contributes to improve the subject field. 3. Provide constructive feedback and produce a document with recommendations for participants attending the Port Management Course in Argentina and Peru, to ensure the submission of final thesis is according to TFT’s methodology and standards. 4. Participate as a jury member in the final dissertations panels in Argentina and Peru to evaluate the final dissertations. 5. Participate in the Coordination Meeting in Peru in November 2025. Technical Assistance for Argentina in the preparation of the specifications for the tender of the Paraguay – Parana waterway a. Contribute to the identification of aspects that may be subject to analysis, in particular related to international legal framework. b. Contribute to the identification of risks inherent to the tender itself. c. Make recommendations based on best practices. d. Advise the Agencia Nacional de Puertos y Navegación (ANPYN) technical team during the preparation of the project documents for the tender publication, in particular on legal related matters e. Attend preparatory technical online and in-person meetings as needed. f. Respond to and conduct any necessary consultations and analyses related to legal matters to be considered in the tender. g. Propose measures arising from the issues raised. h. Prepare reports that contribute to a better understanding of the different proposed alternatives.
