The Position:

The International Partnership and Programme Coordinator (IPPC) is based in Almaty and reports to the UNFPA Representative for Kazakhstan in their capacity as manager of multi-country initiatives and programmes for Central Asia (CA) on behalf of the Eastern Europe and Central Asia Regional Office (EECARO). The incumbent has a second reporting line to the Deputy Regional Director (DRD) based in the Regional Office in Istanbul.

The incumbent plays a leadership role in fostering valuable partnerships for UNFPA in the CA Region, through situation analyses, donor mapping, programme development and management. The incumbent acts as focal point for UNFPA’s existing and potential partners, including national governments, UN System and related initiatives focused on CA - e.g. SPECA, etc., EU and EPCA agreements, regional bodies - e.g. Eurasian Economic Union, the Shanghai Cooperation Organization,multilateral and bilateral donors, International Financing Institutions (IFIs), private sector, academia, international and national NGOs, etc. The incumbent plays a key role in identifying issues common across CA and creating a value proposition to encourage partner engagement in the issue. The incumbent should demonstrate a strong capacity for innovation and creativity in building collaborative relationships with key players in the region; in the development of strategic programmes and direction for UNFPA services for the region; provide periodic environmental scanning and analytics in order to understand the push backs and openings to advance the ICPD agenda.

The IPPC acts as Head of Office in Almaty, overseeing the smooth management of the UNFPA personnel and premises as part of the UNFPA presence in Almaty.

Qualifications and Experience:

Education:

Advanced degree in public health, sociology, economics, international development, public administration, management or other related fields.

Knowledge and Experience:

  • Seven years of professional experience in development and/or humanitarian programming
  • Proven experience in resource mobilization and establishing purposeful partnerships.
  • Knowledge of programme management and development procedures
  • Knowledge of budgeting and reporting
  • Ability to work with diversity and multi-disciplinary teams
  • Time-management and outstanding organizational skills
  • Excellent verbal and written communication skills
  • Detail-oriented and efficient
  • Field-level experience working in the areas of UNFPA mandate an advantage.
  • Experience in knowledge management and resource mobilization, including drafting of proposals and budgets, as well as drafting reports for donors.

Languages:

Fluency in English. Knowledge of Russian is an asset.
