cope of Work:

The consultant will lead efforts to enhance GBV risk mitigation across UNICEF humanitarian operations, with a focus on Social Policy (humanitarian cash transfers), Nutrition, and WASH.

This will include:

  • liaising with humanitarian/gender focal points within UNICEF Sections and Field Offices
  • contextualizing available tools and guidance on GBV risk mitigation to the Ethiopian context, including the UNICEF Key Considerations for GBV Risk Mitigation in Humanitarian Cash Transfers and relevant sections of the IASC Guidelines for Integrating Gender-based Violence Interventions in Humanitarian Action
  • identifying lessons from other Country Offices where GBV risk mitigation efforts have been undertaken
  • identifying opportunities for training and capacity building within UNICEF, with UNICEF partners, and/or with Cash Working Group, WASH Cluster, and Nutrition Cluster
  • planning and facilitating workshops and other capacity building methodologies appropriate to the audience
  • providing coaching and guidance
  • monitoring progress of roll out of GBV risk mitigation tools
  • providing advice and support to the scale up of risk mitigation efforts in drought and conflict-affected areas
  • adapting existing materials for the Ethiopian context, including guidelines, checklists etc to mitigate GBV in nutrition, social protection (cash transfers), and WASH
  • document lessons learned, case studies, and other communication products on GBV risk mitigation in Ethiopia

To qualify as an advocate for every child you will have…

  • At least 7 years of experience (for holders of bachelor’s degrees), 5 years of experience (for those holding Master degrees) with a particularly focus on risk mitigation with UN agencies, international, or national NGOs.
  • Demonstrated knowledge and use of the IASC Guidelines for Integrating Gender-based Violence Interventions in Humanitarian Action to identify and mitigate risks of GBV in humanitarian programming.
  • Understanding of humanitarian aid delivery, particularly humanitarian cash transfers, nutrition, and WASH programming.
  • Able to work across teams and with non-specialist audiences to convey technical information in an audience-appropriate way.
  • Skilled facilitator, able to design and deliver training initiatives in innovative and engaging manner.
  • Excellent analytical and communication skills.
  • Fluency in English is required. Knowledge of another official UN language (French, Spanish, Arabic, or Russian) or an Ethiopian language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
