Purpose of Activity/Assignment: Goal and Objective: Under the overall guidance of the Chief Planning, Monitoring Evaluation and Reporting (PMER) of UNICEF South Sudan, the consultant will organize, facilitate and moderate a 2-day retreat for the section that aims to strengthen an effective and cohesive team, and enable section staff review section activities, reflecting on successes and challenges.

Background: The Country Office started operationalization of the new Country Programme 2023-2025, in line with the UNSDCF 2023-2025 and the Government’s National Development Strategy. With the restructuring of the office in late 2022 to have an agile and fit-for-purpose staff structure, the Social Policy Planning Monitoring and Evaluation (SPPME) section was split to form the Social Policy section and the PMER section where over 80% of the staff are new.

The PMER section supports the Deputy Representative’s office in coordinating and managing the country office programme design and planning, implementation, monitoring, evaluation, budget management, implementing partnerships management, donor relations & resource mobilization and cooperate and donor reporting accountabilities. It is evident that all these functions are interrelated and interdependent; and hence imperative that there is strong team cohesion. Through the retreat, the section would also leverage the opportunity to reflect on successes and failures to enhance work processes in support of programme effectiveness functions.

The purpose of this consultancy is therefore to provide professional support to strengthen teamwork and collaboration, including evaluating the dynamics within the team, to establish a respectful workplace where communication and recognition, and diversity are embraced. The consultancy will also support the review of achievements and failures and lessons that should be learned, that allows for knowledge sharing.

A section pre-retreat survey was conducted to inform the objectives, expectations and planning of the retreat. Five common topics of interest were: the need to reemphasize and promote the values of respect and care, embrace diversity, conflict management, improve communication and discuss achievements. The retreat therefore will focus on strengthening team cohesion through creating a conducive work environment and review of successes and failures and improve ways to do business.

Main Duties and Responsibilities: • To conduct a well-planned section team building retreat, based on the pre-retreat assessment. • To define team dynamics and establish a solid and sustainable foundation for the team to continuously work towards strengthening teamwork. • To revive and awaken an appreciation for values on care, respect, integrity, trust, accountability, and sustainability. • Facilitate review of each unit of the section to assess successes, failures, challenges and agree on ways to simplified working processes Scope of Work: Under the overall guidance of the Chief Planning, Monitoring Evaluation and Reporting (PMER) of UNICEF South Sudan, the consultant will organize, facilitate and moderate a 2-day retreat for the section that aims to strengthen an effective and cohesive team, and support the team to review functions of the section. Deliverables Planning and preparation Preliminary consultations and assessments to understand group dynamics and roles 2 days Design the retreat agenda Retreat agenda, content and methodology developed in consultation with Chief, PMER and section staff. 2 days Conduct a 2-day retreat Design and facilitate the retreat: design team building activities, review of achievements and better ways to do business, knowledge sharing sessions 2 days Produce a report Produce a final report from findings regarding group dynamics, team consultations and recommendations to strengthen team cohesion. 2 days.

Qualifications 1. Master’s degree in psychology, anthropology, or related field.

2. At least 5 years of relevant experience in facilitating team building/staff retreat and diverse workshops. 3. Strong planning, organizational, moderation, Organizational Development and problem-solving skills. 4. Relevant experience working for a UN agency on a related task is considered an asset. 5. Excellent verbal and writing skills in English

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
