International Logistics Specialist
Organizational Setting
FAOUA is currently being supported by the governments of Japan, Canada and Germany for its Grain Storage Support Strategy (GSSS) which aims to provide 3.2 million metric tonnes of storage capacity to farmers and associations across the country. A second component of the strategy aims to upgrade the Izmail Phytosanitary and Veterinary Laboratories in Odessa oblast to increase the capacity for testing and issuance of certifications for food commodities. The International Logistics Specialist will be directly responsible for the implementation delivery and distribution plans of both components of the support strategy.
Reporting Lines
Under the overall supervision of FAO Regional Programme Leader for Europe and Central Asia, direct supervision of FAO Ukraine Designated Responsible Officer (DRO)/Head of Office and close coordination with FAO Ukraine Operations Officer, the International Logistics Specialist performs the following tasks and responsibilities.
Technical Focus
Lead, coordinate and provide effective leadership in the management of FAO Ukraine logistical operations in close coordination with FAO Ukraine Operations Officer, the International Logistics Specialist performs the following tasks and responsibilities:
Tasks and responsibilities
- Oversee the logistical set-up and the smooth operation, in particular by ensuring that all components of the Grain Storage Support Strategy (GSSS) are finalized in line with agreed timelines;
- Liaise with the national and regional authorities of the Ministry of Agrarian Policy and Food (MAPF) to inform them of ongoing operations and movement of logistics and obtain the necessary authorizations, customs clearances, documentation, etc, and cooperate on security issues with other NGOs, national law enforcement agencies and other actors;
- Ensure timely availability of inputs and equipment at the duty stations;
- Ensure that the status of all inputs required for ground survey and control operations is established and maintained, including the proper maintenance of input and output records; anticipate possible stock-outs and propose operational solutions;
- Provide trainings and briefings to FAOUKR staff in logistical management and in security and safety aspects;
- Ensure that all measures are taken to safeguard human health and the environment according to FAO recommendations;
- Ensure that compliance and enforcement of measures are in place to ensure the safety and security of personnel and equipment;
- Plan and monitor movements of staff;
- Responsible for inventory and assets register in Lviv office;
- Coordinate deliveries between field offices;
- Collect, update and communicate information regarding security situation in the conflict area;
- Produce reports of incidents affecting mission staff, offices and assets and initiate follow-up actions.
- Perform other duties as required by the line management.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University degree in logistics, supply chain, procurement or other related fields is required.
- Minimum 5 years of professional and supervisory experience in international humanitarian development work advantageous
- Working knowledge of English and limited knowledge of Arabic, Chinese, French, Russian or Spanish
