Organizational Setting

FAO assists the Government of Yemen to formulate and implement policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. As part of it, FAO Yemen implements and Emergency and Resilience programme which is funded by a diverse set of donors and that is aligned to the Humanitarian Response Plan of the United Nations in Yemen.

Reporting Lines

The incumbent works under the overall supervision of the FAO Representative, the direct supervision of the Head of Operations, and the functional guidance of the Office for Emergency and Resilience (OER), the Logistics Expert will coordinate the implementation FAO’s emergency and resilience operations and strategies in Yemen. The incumbent is also required to exercise a strong collaboration and coordination with the Units of FAO in country and the Project Partners.

Technical Focus

Ensuring the timely and effective implementation of the FAO programme in Yemen through receipt, handling, distribution, and handover of inputs, coordination and collaboration with partners (including, but not limited to, UN sister agencies, Logistics Cluster and Government authorities) and the overall strengthening of FAO Yemen logistics expertise.

Develop, implement, monitor and evaluate assigned tasks within the area of logistics.

Tasks and responsibilities

  • Manage, coordinate and report on Logistics aspects/activities related to the FAO programme in Yemen and manage FAO Yemen logistics team.
  • Ensure the tracking of FAO inputs accurately and efficiently.
  • Support in ensuring the establishment of appropriate stock control mechanisms in conformity with FAO standards and regulations.
  • Ensure presence to FAO Yemen coordination meetings and provide up-to-date information on existing stocks, challenges and opportunities to inform decision-making.
  • Ensure that all Logistics activities are carried out effectively and in line with FAO rules and procedures.
  • Coordinate logistics activities with programme, procurement, administration, finance, human resources, and other substantive units.
  • Develop and implement FAO logistics support Standard Operating Procedure, and methodologies to the common benefit of all functional units.
  • Collaborate with the UN Logistics Cluster to ensure UN common approaches related to the clearances, including EHOC clearances and to ensure timely delivery of the purchase goods, and immediate report to FAOR, Head of Programmes and Head of Operations that could affect the delays in receiving goods in country.
  • Perform technical evaluation and verification for all logistic orders.
  • Coordinate the distribution plan for FAO Goods (Requestors, PM, Programme, Operations and Partners).
  • Manage logistics contracts and LTAs (transport, clearing, insurance and forwarding and freight).
  • Support the logistics teams in field offices ensuring that the entry and exit of goods from the FAO warehouses are properly controlled and recorded and manage warehouse contracts.
  • Ensure that fuel usage by vehicles, generators, individual users and contingents are monitored and investigate any major anomalies or inconsistent fuel consumption Provide assistance on proper warehousing management.
  • Build the capacity of national staff for the improvement of the expendable and non-expendable equipment tracking system, procedures for fleet and warehouse management, including updating the tracking tables.
  • Immediate report any loss or damage to FAOR, Head of Programmes and Head of Operations that could affect FAO items.
  • Ensure logistics data (such as warehouse inventory, shipment tracking, Good tracking) is kept up-to-date and shared with management on regular basis;
  • Perform other related duties as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Procurement, Logistics and Supply Chain Management, or other relevant field;
  • Minimum of 3 years of relevant experience in applications of humanitarian response
  • Working knowledge of English and limited knowledge of one of the other FAO languages (Arabic, Chinese, French, Russian, Spanish). For PSA.SBS working knowledge of English is sufficient.
