Background
UN Women, the United Nations entity for gender equality and the empowerment of women, was created to accelerate progress towards the fulfillment of their rights around the world. UN Women assists UN member states in setting international norms and standards for achieving gender equality and works with governments and civil society to develop laws, policies, programs, and services needed to implement these standards.
UN Women, upon request, in partnership with the National Commission on Women Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan and other partners, provides expert and technical support to revise the existing legal framework and ongoing initiatives in the field of gender equality, empowerment of women, elimination of gender-based and domestic violence, etc. and to improve the collection of necessary data and their analysis and monitoring.
In this regard, UN Women Kazakhstan plans to hire an International expert, in order to ensure a high-quality analysis of the draft and existing legislation in the listed above areas and provide comparative analysis for these laws in line with international norms and standards (CEDAW, Beijing Declaration and Platform for Action, Istanbul Convention, SDGs, etc).
The findings will be shared and discussed with the relevant partners for helping them to make relevant decisions on improving relevant legislation in Kazakhstan.
Purpose
Under the supervision of UN Women Programme Specialist, UN Women Kazakhstan plans to hire International expert, in order to ensure a high-quality analysis of the draft and existing legislation in the listed above areas and provide comparative analysis for these laws in line with international norms and standards (CEDAW, Beijing Declaration and Platform for Action, Istanbul Convention, SDGs, etc).
The findings will be shared and discussed with the relevant partners for helping them to make relevant decisions on improving relevant legislation in Kazakhstan. He/she is also expected to provide overview of concrete examples of international best practices.
Duties and Responsibilities
The International Consultant will provide high-quality analysis of the draft and existing legislation in the listed above areas and provide comparative analysis for these laws in line with international norms and standards (CEDAW, Beijing Declaration and Platform for Action, Istanbul Convention, SDGs, etc) is expected to undertake the following specific tasks:
- Based on the review of the resource materials to review and provide expertise and assessment of the relevant legislation piece, to provide their alignment with international norms and standards (CEDAW, Beijing Declaration and Platform for Action, Istanbul Convention, SDGs, etc);
- Preparation of an analytical report with supporting documents and concrete legal recommendations to be introduced in the relevant on the results of the work done.
- Conduct several online briefings/consultations with local stakeholders and developers of the law. For each case number of briefings/consultations will be discussed and agreed in advance.
The International Consultant is expected to work home based and consult with UN Women online.
All deliverables must be certified and approved by UN Women. UN Women will develop and disseminate among recruited consultants separate ToR for each particular assignment.
