Background:

The overall objective of the OSCE Programme Office in Bishkek (POiB) project with the National Agency for Investments (NAI) is to build-up and strengthen the institutional capacities of the NAI with respect to green financing/investments policy formulation, provision of informational and legal support to foreign investors and other related matters falling within the competences of the Agency. NAI typically target investors that seek market opportunities, pursue greater efficiencies to lower costs, look for resources, or search for strategic assets. NAI does this by presenting investors with the location’s relative advantages and by providing information and assistance specific to the project that the investor has conceived.

Based on the request of the NAI, the POiB will be providing expert support at the level of policy advice and putting appropriate strategic documents in place for the development of institutional and operational capacities of NAI in terms of green financing/investments promotion and protection. Green financing/investments aims at increasing the level of financial flows (from banking, micro-credit, insurance and investment) from the public, private and not-for-profit sectors to sustainable development priorities of the country.

In 2022, the POiB will support an experience exchange visit for the government officials to one of the European countries to obtain relevant experience in establishment of strategic policy framework on green investments through an open exchange of ideas, knowledge, and sound practices. An experience exchange visit envisages inter-agency co-operation on such topics as promotion of environmental policies at the inter-departmental level, energy efficiency solutions, and attracting foreign investments to green economy. In the framework of the visit, meetings with the relevant authorities will be organized to discuss the prospects of co-operation in the field of green economy. A specific destination for the exchange visit will be identified with the support of the contracted international Investment Consultant to be contracted as per the below-mentioned arrangements. In addition, Investment Consultant will be partly engaged in development of Strategy on Attracting Green Investments for the use of NAI.

The Investments Consultant will be working under the direction and supervision of the Economic and Environmental Department’s Programme Manager and in cooperation with NAI Directorate.

Objective of Assignment:

The POiB will contract an international consultant under SSA to work alongside the NAI and other stakeholders to identify specific destination (one of EU countries) for the experience-exchange visit on green financing/investments for government delegation. In addition, the Consultant will provide consultations to local expert in development of Strategy on Attracting Green Investments for the use of NAI.

Tasks and Responsibilities:

Under the overall supervision of the Project Manager, the successful candidate will be tasked with the following duties:

  1. Deliver Inception Report and Work Plan;
  2. To hold an effective preparation for the experience-exchange visit, the POiB will contract one international consultant for 30 working days for the following tasks:
  • Review existing national legislative base, strategic documents, programs and other relevant documents to understand the national/local investment promotion policy and investment potential in terms of green financing/investments;
  • Provide an overview of European countries, which previously had similar backgrounds as Kyrgyzstan before the establishment of effective mechanisms for green flows to economy, to propose and justify a destination for the organization of an experience exchange visit;
  • Hold training session with government representatives prior to experience-exchange visit (i) provide with essentials on green financing/investments for creating favourable and viable policy foundation; (ii) provide with short guidance and the list of questions to be addressed (concentrate attention) to hosting state representatives/agency on operations with regards to green financing/investments;
  • Provide consultations to local consultant during the implementation of Activity 2.7 on developing a Strategy on Attracting Green Investments.
  • Submit final report;

Deliverables:

  • Submit Inception Report and Work Plan including methodology and instruments to be used to identify the destination to experience-exchange visit;
  • Submit Interim report consisting of data analysis and comparative analysis of European countries reviewed as potential destination; outcomes of the research; agenda and short guidance for Kyrgyz delegation to be presented during training session prior to experience-exchange visit;
  • Submit M&E Summary Deliverables Report, which includes consolidated information about the assignment (challenges, lessons learned, and recommendations).
  • Final validated report;

Necessary Qualifications:

Preference will be given to individuals with proven relevant experience in undertaking a task of similar magnitude;

  1. University degree in Finance, Economics, Business Administration, Management, International Relations or any related field. Specialization in green financing and investments.
  2. Senior consultant with at least 10 years of experience, at least 7 years at a senior level on some of the following areas:
  • Must have a deep understanding of investment climate issues and English and Russian drafting and writing skills.
  • Working for Investment Promotion Agency (IPA);
  • Working as a consultant on IPA reform;
  • Analysing / facilitating/ supporting foreign direct investment transactions into a developing country;
  • Capacity development of staff in an IPA;
  • Experience with multinational foreign direct investments (FDI) in developing countries, including advising on FDI strategies in at least to 1 country;
  • Experience with DFIs on sustainable/green financing sources is an asset;
  • Must be familiar with complex issues of green financing/investments promotion and protection (environmental, social and governance (ESG) credentials, world green funds and financial institutions working on sustainable projects);
  1. Must also have strong diplomatic skills and experience with developing country governments. Preferred Experience:
  • Experience related to Central Asia developing countries, experience with European countries is an asset;
  • Working for donor-funded projects and development related programmes on sustainable financing and investments;
  • Fluency in English and Russian with excellent communication (both oral and written) skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
