How can you make a difference?

The intern will support UNICEF as it engages, as part of the UN system, in the Government of the Kyrgyz Republic’s legal inventory process. The intern will also coordinate across UNICEF sections to ensure harmonization and consistency in the development of revision of legislation to ensure it is in line with key child rights principles.

  1. Review legal inventory process to date and document current status with regards to laws relevant to UNICEF’s work in an easy to follow format that is accessible to all UNICEF staff. Provide monthly update at programme meeting.
  2. Jointly with UNICEF focal persons, participate in all legal inventory meetings and share key takeaways with management and relevant staff. Provide timely support and/or guidance to the UNICEF focal person with regards to legal provisions being discussed are contradictory to other laws or may be prejudicial to the rights of children.
  3. Upon request from UNICEF focal person, provide support to line ministries in review of laws in the legal inventory – this may include engaging with Ministry focal persons to discuss legal provisions or review of draft documents
  4. Support coordination within UNICEF on the development of new or revision of existing legislation to ensure all laws pertaining to children are harmonized and consistent across sectors and in line with international standards (UNCRC, CEDAW, CRPD).
  5. Provide technical support with other relevant legislative processes. For example: 1) review of key children’s laws and by-laws (not part of legal inventory) to ensure harmonisation and consistency; 2) follow up on research / evaluation recommendations, monitoring reports, other sources of information regarding changes in legislation to ensure relevant action is being taken; 3) provide guidance on the development of new or revision of existing Government policies and strategies related to children and families to ensure consistency with relevant legislation.
  6. Support other cross-sectoral and coordination activities, as requested.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Law *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 1 year of relevant professional experience in legal review of legislation related to children, working with Government in legal reivews and drafting legislation
    • Understanding of international development issues
    • Exposure to UNICEF or other UN or other bilateral/multilateral agencies programmatic areas, including (but not limited to) health, nutrition, child protection and/or education, is considered an asset
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
