Background:

The OSCE Mission in Kosovo’s (OSCE) core mandate focuses on institution- and democracy-building, as well as human rights. It works mainly in the areas of protection and promotion of human and community rights; good governance, gender equality and civic participation; the training of judicial personnel, the Kosovo Police and public administrators, and electoral support.

The Department of Human Rights and Communities (DHRC) focuses on: • protection of community rights, including returns and reintegration of displaced persons, safety and freedom of movement, property rights, non-discrimination, religious freedoms, participation in public life, access to education and other services, and language and culture preservation; • monitoring of justice system institutions for compliance with the principles of rule of law and human rights; • supporting the promotion of gender equality and ensuring gender mainstreaming through all its programming including monitoring, advocacy and reporting activities and project implementation; • prevention and countering violent extremism and radicalization.

Tasks and Responsibilities:

The selected intern will have the opportunity to familiarize her- or himself with the practical aspects of supporting the varied portfolio of the Department of Human Rights and Communities (DHRC), specifically as it relates to advocacy related matters. Under the supervision of the Deputy DHRC Director the intern will be working with the Director’s Office team and DHRC Section teams, assisting on issues related to day-to-day activities with a focus on advocacy.

Specifically, the intern will:

• Become familiar with the roles and responsibilities of the Director’s Office vis a vis the Sections of the Department and their interaction with the Field Teams at Regional Centre level, and specifically in relation to advocacy; • Assist the Director’s Office in the compilation and analysis of data and drafting of a summary of findings in view of informing advocacy; • Assist the Director’s Office in liaising on administrative related matters and on issues requested by the supervisor, with all relevant units within the OSCE Mission in Kosovo; • Assist, as requested by the supervisor in consultation with Departmental staff, in supporting specific activities of the DHRC Sections at HQ or Field level; • Provide support to the Director’s Office in organizing and coordinating activities; • Facilitate communication between the HQ and field by channelling information and making sure that feedback from both sides are reaching the relevant actors; • Assist the Director’s Office in developing a Departmental Advocacy strategy; • Facilitate the project’s activities implementation, monitoring, and evaluation; • Perform other related tasks as required and as instructed by the supervisor.

Necessary Qualifications:

• Be not older than 30 years on the date of the deadline of the vacancy notice and have completed two years of full-time university education in an accredited institution, or have completed a first or advanced/postgraduate degree in a field relevant to the OSCE’s mandate no longer than two years before the date of the deadline of the vacancy notice; • University Degree in Social Sciences, Law or a related discipline; • Strong analytical, research and drafting skills documented in reports written; • Good organizational skills with ability to identify, process and classify information quickly and efficiently; • Previous academic or training experience outside his/her country of nationality would be an advantage; • Previous experience with designing, leading or participating in advocacy campaigns is desired; • Previous experiences with civil society organisation would be an advantage; • Excellent computer knowledge, familiarity with Microsoft Office and Internet applications; • Ability to establish and maintain effective working relations with people from different national and cultural backgrounds, whilst maintaining impartiality and objectivity; • Excellent knowledge of written and spoken English is essential; • Knowledge of an official language spoken in Kosovo would be an advantage; • Good interpersonal, organizational, and communication skills; • Ability to operate windows applications, including word processing and e-mail; • Knowledge of the Western Balkans and specifically Kosovo is desirable.

Remuneration Package:

In lieu of remuneration the OSCE Mission in Kosovo will contribute towards the cost of living of international interns who are non-residents at the duty station (place of assignment), such compensation is equivalent to 10% of the applicable BLA rate. Social benefits will include participation in the Cigna health insurance scheme. The internship does not constitute a commitment to future employment with the OSCE.
