Background:

UNICEF Bangladesh Country Office (BCO) is seeking an individual contractor to support the office in the planning, coordination, implementation, monitoring and reporting of the emergency preparedness and response to disasters, including cyclones, floods, landslides and earthquakes.

As emergencies become more frequent, the expectations of UNICEF to deliver on the Core Commitments for Children (CCCs) in Humanitarian Action in a timely and effective manner will continue to increase. Emergency preparedness significantly enhances UNICEF’s ability to meet these expectations and save time and resources in the response.

Assignments/Tasks:

Under the guidance and supervision of the Emergency Specialist, individual contractor will support country office humanitarian coordination and capacity building for UNICEF staff and partners. The Individual Contractor will be responsible for the following tasks:

  • Develops a plan of action on strengthening cooperation with the disaster management authorities at the national level to promote child-sensitive emergency preparedness and response and disaggregated data collection (sex, age, and disability disaggregated data collection, targeting, reporting etc).
  • Assists in the review and update of emergency preparedness and response plans at the national and subnational levels, including contingency partnerships and monitoring of compliance.
  • Designs and implements staff and partners capacity building in emergency preparedness and response using organizational resources and based on the approved plan.
  • Assists in preparation of humanitarian situation reports, donor reports, case studies and contributes to resource mobilisation.
  • Provides technical advice related to emergency preparedness and response, including on programme management related issues.

Major tasks/Assignment:

  1. Meeting with UNICEF staff, relevant government partners, and humanitarian actors to assess the preparedness situation and coordination.
  2. A brief inception report including the time bound action plan with deliverables to accomplish the assignment within the stipulated time frame.
  3. Action plan on strengthening cooperation with the disaster management authorities at the national level with several modalities of collaboration as per the UNICEF policies and procedures.
  4. Joint event with the disaster management authority promoting child-sensitive preparedness and response.
  5. Support to Social Protection section on Humanitarian Cash Transfer programming as part of cyclone/flood preparedness.
  6. Learning sessions for staff and partners on:
  • Core Commitments for Children (CCCs) in Humanitarian Action.
  • UNICEF Emergency Procedure and desktop simulation exercise.
  • Humanitarian performance monitoring and reporting.
  • Guidance on Risk-informed Programming (GRIP).

  2. Monthly progress report on tasks.
  3. Action Plan on strengthening cooperation with the disaster management authorities.
  4. Joint event successfully conducted

  8. 8 learning sessions (2 per each topic) conducted in hybrid mode (face-to-face and virtual).

To qualify as an advocate for every child you will have…

  • Advanced University degree in one of the following fields: disaster management, international relations, business administration, public administration, social sciences, law, or other related disciplines.
  • Five years of progressively responsible professional work experience at the national and international levels in programme development, implementation, monitoring, evaluation and reporting.
  • Developing country work experience is considered an asset. Preferred experience in complex emergencies, including in early recovery.
  • Specialized training/experience in resilience building, risk informed planning, emergency preparedness and response highly desirable.
  • Resourcefulness, flexibility, and the ability to prioritise work while under pressure.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Experience working with UNICEF and/or other humanitarian organizations an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
