The incumbent will apply knowledge on gender issues and communication skills in contributing to the implementation of the Global Programme on Gender. Specifically, to support the development of a comprehensive, systematic approach to gender equality for UNOV and UNODC.

Duties and Responsibilities

The individual contractor will be supporting the day-to-day coordination and implementation of the Global Programme on Gender.

The position is located in the Office of the Director-General/Executive Director (ODG/OED), Gender Team, United Nations Office at Vienna/United Nations Office on Drugs and Crime (UNOV/UNODC). The incumbent will work under the overall guidance of the Chief of ODG/OED and Strategy Advisor to the Executive Director, and reporting to the Programme Officer (Gender) as first reporting officer and to the Programme Coordinator as second reporting officer.

Background of the assignment: Gender equality and women’s empowerment is a universally agreed objective—deriving from the Charter of the United Nations, which unequivocally reaffirmed the equal rights of men and women—and is confirmed in a number of commitments taken through, among others, the Convention on the Elimination of all Forms of Discrimination against Women of 1979, the 1995 Beijing Declaration and Platform for Action, various resolutions and decisions of the United Nations General Assembly, the Security Council, the Economic and Social Council and the Commission on the Status of Women, and the Sustainable Development Goals, especially Goal 5 (“To achieve gender equality and empower all women and girls”). Gender equality is the overarching and long-term development goal, to be achieved on the programmatic side through gender mainstreaming in the design, implementation, monitoring and evaluation of all policies and programmes, and in the United Nations Secretariat by aiming at achieving a 50/50 gender balance in staff at all levels.

While UNOV and UNODC undertake a number of activities to promote gender equality, in terms of both gender mainstreaming and gender balance in staff, an institutional framework and a systematic, coordinated approach to promote gender equality needs to be developed and subsequently implemented to address deficiencies and enhance progress towards gender equality.

In May 2017, a Global Programme entitled Gender Equality and the Empowerment of Women in UNOV and UNODC (GLOW25) was established in the Office of the Director-General/Executive Director (ODG/OED), United Nations Office at Vienna/United Nations Office on Drugs and Crime (UNOV/UNODC). The objective of the project is for UNOV and UNODC to achieve gender equality by promoting it in a coordinated and comprehensive way. To that end, such an approach will be developed and its implementation be supported, including the mainstreaming of gender equality into the normative and programmatic work of UNODC and the pursuance of gender parity in UNOV and UNODC staff at all levels. The approach will be aligned with United Nations system-wide policies, guidelines and targets on gender equality.

Qualifications/special skills

A high school diploma is required At least one year of relevant professional experience in gender equality and women’s empowerment, international development assistance and/or public relations is required. Experience working with the United Nations system is desirable. Ability to synthesize and clearly summarize large amounts of information into a clear concise context is required. Ability to review and generate reports, draft minutes of meetings and prepare presentations is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
