Background

UNDP has been the lead agency for supporting the Lebanon mine action authority LMAC since February 2010. It has been working with the LMAC as National Mine Action Authority (NMAA) and other stakeholders to counter the threats of landmines and unexploded ordnance (UXO) in Lebanon. UNDP Lebanon aims to assist the LMAC to be a national institution that effectively leads and manages mine action functions and responsibilities.

LMAP strategy consists of systematically declaring all the regions of Lebanon free from mines following the latest prioritization study that takes into consideration safety, socio-economic benefits, and international obligations as factors in determining the sequencing in the land release process. Five objectives in the 2020-2025 strategy which mirror the mission of the Lebanese Mine Action Program to continue to use the best and emerging practices to ensure an efficient, effective, and relevant program in close partnership with stakeholders.

The LMAP developed an evidence-based strategy to address the remaining contamination, with a particular focus on cluster munitions. On account to the fact that Lebanon is a State Party to the convention on cluster munitions (CCM), the LMAP must release all CM sites no later than May 1st, 2026, to comply with Article 4 of the Convention. The LMAP has been successful in keeping on track with the extension plan, in the first 2 years of extension.

On the other hand, the Lebanon Mine Action Programme (LMAP) is considered one of the best-managed mine action programs in the world. This reputation is the result of a genuine partnership and strong active cooperation between all stakeholders. Over the past five years, the LMAP has consistently improved its effectiveness and efficiency. The result generated important changes in management approaches, national standards, and working methodologies, leading to better outputs every year.

A major concern of LMAP is the decrease in overall funding for the program. It affects the timeline set in the strategy, and consequently, the lives of Lebanon citizens. LMAC is facing a critical shortage of funding for its operations, which is hindering its ability to effectively carry out its mandate. Therefore, LMAC is seeking the services of a consultant to develop a comprehensive Resource Mobilization Strategy to help raise the necessary funds to support its activities.

Based on the above circumstances and challenges, the project needs to hire Resource Mobilization Expert - international Consultant to conduct the development of a Resource Mobilization Strategy for the Lebanon Mine Action Center with relevant outputs and results taking into considerations several national, regional and international elements.

Duties and Responsibilities

The objective of this consultancy is to develop a Resource Mobilization Strategy that will guide LMAC in its fundraising efforts and enable it to secure the necessary resources to support its mandate. Specifically, the consultant will be expected to:

1. Conduct a desk review of LMAC's existing mine action strategy, resource mobilization strategies, tools, approaches, and international commitments;

2. Conduct a stakeholder analysis to identify potential funding sources, including national and international donors, bilateral donors, and private sector partners;

3. Conduct interviews with key stakeholders, including LMAC staff, donors, and partners, to gather additional information on their resource mobilization practices and priorities;

4. Analyze the external environment and identify potential funding sources, including national and international donors, bilateral donors, and private sector partners;

5. Analyze milestones of the LMAP existing strategy to estimate the needed funds.

6. Develop a comprehensive Resource Mobilization Strategy that includes clear goals, targets, methodologies of work, and activities to be implemented;

7. Develop a budget and costed action plan for the implementation of the Resource Mobilization Strategy;

8. Develop a monitoring and evaluation framework to track progress and assess the impact of the Resource Mobilization Strategy;

9. Present the draft Resource Mobilization Strategy to LMAC for feedback and incorporate comments as appropriate;

10. Submit a final Resource Mobilization Strategy to LMAC.

Competencies

Competencies

  • Excellent written and oral communication skills;
  • Excellent command of the English language;
  • Strong analytical and writing skills;
  • Proven knowledge of the HMA programme
  • Prior understanding of the key Mine Action Stakeholders in Lebanon and the context in which they operate.

Required Skills and Experience

I. Academic Background

A minimum of bachelor’s degree in a relevant field, such as international development, fundraising, or business administration or any related field

II. Years of experience:

  • At least 10 years of proven international experience in resource mobilization, preferably in the context of international development or humanitarian organizations or mine action sector;
  • Good knowledge of the donor landscape in Lebanon and the wider region. (At least 3 years)
