UNICEF in Vientiane, Lao PDR, is looking for an International Individual Consultancy to support WASH Knowledge Management, Partnerships and Coordination in UNICEF Lao PDR. The duration of this consultancy is 11 months and 15 days.

Under the supervision of the Chief of WASH, the incumbent of the post will contribute to the strengthening of UNICEF’s Water, Sanitation and Hygiene programme in Lao PDR in order to achieve better results for vulnerable children and women.

The consultant will deliver the role of WASH KM focal point to facilitate and coordinate the application of knowledge management within the section, under the overall guidance of section chief. He/she will support evidence, information and knowledge generation activities for the section.

Summary of key functions/accountabilities:

The incumbent will support the WASH section to develop a Knowledge Management Plan with a focus on documentation of key initiatives, advocacy priorities, and information management needs. The selected person will also support community-based disaster risk reduction and climate change by contributing to finalization of an assessment report and through liaison support. The selected person will contribute to the coordination of WASH sector development partner working group in the country, with interim support on COVID-19 DP coordination and internal Emergency Preparedness and Response team.

He/she will also support country office engagement and liaison with Sanitation and Water for All global partnership. In addition, he/she would support WASH programme communication, advocacy, and visibility on social media and, through key events by coordinating with the internal communications team.

Knowledge and Information Management/ Documentation

  • Develop an external web based platform to facilitate WASH and DRR external knowledge mangement with support from Country Office T4D and IT team.
  • Develop a project level database to track programme results.
  • Develop the 2021-22 WASH and DRR KM plan to identify key knowledge products linked with WASH advocacy needs and priorities.
  • Support the annual reporting process through SMQs as needed.

Disaster Risk Resilience and Climate Change

  • Finalize an assessment report on Community Based Disaster Risk Reduction with collaborative support of CO WASH team.
  • Provide liaison, documentation, communication, advocacy and coordination support to the WASH team on Disaster Risk Resilience and Climate Change initiatives, if and when required.

Partnerships, Coordination, Advocacy & Networking

  • Facilitate and lead the KM and coordination of a National Development Partners Working Group.
  • Coordinate the COVID-19 WASH Sector Development Partners Group to facilitate discussions around COVID-19 preparedness and response
  • Interface and liaise with Sanitation and Water for All Global Secretariat on Country Office engagement, partnership and key initiatives.
  • Facilitate the convening and Knowledge/Information Management of a UNCT WASH sub-group and internal Emergency Preparedness and Response group, if and when required.
  • Organise key WASH events, conferences, and webinars for CSO, INGO, public and private sector engagement, if required.
  • Contribute to the strategic development of communication, advocacy and digital engagement activities for key WASH, DRR and Climate Change initiatives/events in the country.
  • Develop WASH, DRR and Climate Change social media visibility content in liaison with communication team for UNICEF platforms – this may include key messages, fact sheets, infographics, stories, articles, blog posts, among others.

Qualifications and Experience

  • Graduate level qualifications in WASH, environment, engineering sciences, administration or other related fields. Additional training, certifications or courses in research writing, behavior change, social norms, project management and/or results based management will be an asset.
  • 3-5 years of relevant work experience at national or international level, in a developing country context and in the areas of WASH, knowledge management, coordination, and partner engagement.

Knowledge and Skills

  • Familiarity with digital KM tools such as SharePoint, Yammer, KOBO Toolbox and MS Teams.
  • Familiarity with UNICEF WASH KM templates will be an added advantage.
  • Good knowledge of approaches for knowledge capture and evidence documentation.
  • Excellent knowledge comprehension and coordination skills.
  • Excellent writing, drafting, research and analysis skills.
  • Familiarity with Results Based Management reporting is an asset.
  • Previous experience working with UNICEF or the UN system is an advantage.

Competencies

  • Ability to work independently as well as with a team in an international, multicultural and interdisciplinary environment and establish effective working relationships both within and outside the organization;
  • Ability to express ideas and concepts clearly and concisely in written and oral form;
  • Good understanding of the role of KM within international and/or UN organizations;
  • Good facilitation skills, for in-person and virtual events and meetings aimed at knowledge sharing, peer learning, or group reflection

Languages

Fluency in English is essential; excellent drafting skills as well as presentation skills required.

Assessment Criteria:

A two-stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.

Applications shall therefore contain the following required documentation:

1. Technical Proposal, including a cover letter and an updated CV

2. Financial Proposal: Lump-sum offer with the cost breakdown: Consultancy fee, travel costs (economy class), living costs in Vientiane and others. The travel (if involved) shall be based on the most direct and economy fare. Travel to provinces for official work will be paid by UNICEF as per UNICEF rules and regulations.

No financial information should be contained in the technical proposal.

Shortlisted candidates will be evaluated based on the cumulative analysis method (weight combined score method):

a) Technical Qualification (max. 100 points) weight 70 %

-Graduate level qualifications in WASH, environment, engineering sciences, administration, or other related fields. Additional training, certifications or course work in research writing, behavior change, social norms, project management and/or results-based management will be an asset. (30 points)

-Minimum 2 years of experience working in a developing country context, both development and COVID-19 emergency settings, in the field of WASH, knowledge management, coordination, partner engagement, and documentation. (20 points)

-Good knowledge of KM approaches and tools meant for knowledge capture and documentation. Knowledge of UNICEF WASH KM approach/templates will be an asset. (10 points)

-Understanding of water, sanitation and hygiene sector, with experience working in Asia Pacific region. Knowledge and understanding of WASH issues in Asia Pacific, especially Lao PDR will be an advantage. (20 points)

-Previous experience in working with UN agencies and international organizations such as SWA will be an advantage. (10 points)

-Fluency in English is required, with excellent written and verbal communications skills. (10 points)

b) Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
