UNICEF Tajikistan has been engaging with the office the Ombudsperson for Child Rights (O4CR) and the Academy of Public Administration under the Presidential Executive Office (APA) to strengthen capacity of the O4CR and other child protection statutory bodies to conduct child rights monitoring and to generate evidence on situation of children in the country, with a particular interest on the monitoring of children in residential care.

UNICEF is planning to carry out a comparative assessment of the situation of repatriated children placed with their biological/ extended families, and those who are placed in the residential childcare institutions. To implement this, UNICEF Tajikistan is seeking an international expertise to support the office of O4CR and APA in conducting the assessment by developing the methodology, tools, analysing data and drafting the final report. O4CR and APAs staff will conduct data collection and will facilitate the process of obtaining relevant information related to successful implementation of given task.

DESCRIPTION OF THE ASSIGNMENT:

The assignment includes the following:

1. Develop methodology for the assessment.

2. Develop the monitoring/data collection tools and instruments.

3. Develop capacity building materials on the following:

3.1. Methodology, monitoring tools and data collection for the assessment

3.2. General principles and best practices on conducting the monitoring of the rights of children in closed institutions (linked specifically to the mandate of child rights ombudsman institution).

4. Conduct two separate series of trainings with the relevant government and civil society representatives on the following:

4.1. Methodology, monitoring tools and data collection for the assessment

4.2. General principles and best practices on conducting the monitoring of the rights of children in closed institutions (linked specifically to the mandate of child rights ombudsman institution).

5. Analyse data collected and prepare written report with recommendations.

6. Prepare short presentation on the assessment findings.

Performance indicators for the evaluation of results:

The documentation of the results will be based on:

  1. Technical and professional competence (quality of the products delivered to UNICEF);
  2. Scope of work;
  3. Quality of work (quality of drafts of all above-mentioned products and incorporation of feedback provided by UNICEF and its partners);
  4. Quantity of work (completing the tasks indicated in the table above within the set timeframe)

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.

To qualify as an advocate for every child you will have…

Education: Advanced university degree in the fields of Social Sciences, Law, Statistics and Research, Development Studies, or Public Policy, other relevant filed

Work Experience: At least 8 years of work experience in human rights/child rights, conducting monitoring/assessment of child protection issues, experience in capacity building, particularly of human rights mechanisms.

Technical Knowledge: Strong knowledge of child rights, data collection and analysis, child protection system approach and childcare system design and reform, social protection and social welfare.

Competencies: Strong analytical and conceptual thinking. Excellent writing, communication and presentation skills with stakeholders. Ability to work under pressure and commitment to work under tight timeframes. Good writing skills.

Language: Fluency in English, knowledge of Russian is a strong asset.

REQUIREMENTS:

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
