The purpose of the consultancy assignment is to support the development of the UNICEF Nepal Country Programme Document 2023 -2027, including the facilitation of efforts to coordinate UNICEF sectoral and cross sectoral inputs to United Nations Sustainable Development Cooperation Framework (UNSDCF 2023-2027) formulation, the facilitation of key CPD related events i.e. Strategic Moment of Reflection (SMR), partners consultation exercise, development of Programme Rationale, among others.

Under the overall guidance of the Deputy Representative - Programme and the direct supervision of the Planning Chief, the international consultant will work closely with the Country Management Team (CMT) and relevant Section Chiefs to conduct the following:

  1. Review and analyse existing programme documents (e.g. SitAn, CCA, current CPD/UNDAF, studies and evaluations, work plans, review reports, Roadmap UNSDCF, CPD timeline etc.).
  2. Develop and finalize the “strategic intent paper”, describing the key areas of concern for Children in Nepal to be incorporated to the next UNICEF CPF (Oct-Dec)
  3. Co-Facilitate the Strategic Moment of Reflexion (SMR) and Strategic prioritization workshops and document the outcomes of the meeting. (Feb)
  4. Support development of the Programme rationale (including the ToCs) per outcome area.
  5. Coordinate UNICEF positions to the UNSDCF Strategic Prioritization Workshop, and Line Ministry Consultation Workshops,
  6. Coordination scope and inclusion of office-wide consultations with government and partners and document the same for CPD development record.
  7. Throughout the process of the CPD development, ensure coordination with relevant stakeholders including UNICEF technical staff, Government, UN agencies, donors, other development partners.
  8. Draft final CPD and provide input to annexes: the Costed Evaluation Plan (CEP), the Integrated Results and Resources Framework (IRRF) in consultation with CMT, Programme Sections and other relevant staff and stakeholders; incorporating feedback from various review process including those by the Regional Office.
  9. Review and support the development of the UNSDCF (2023 – 2027) and ensure alignment of UNICEF Nepal CPD with the UNSDCF

Duration of the contract

The duration of the contract is 7 months during which consultant will work and be paid for 105 working days.

Minimum Qualifications Required:

Education:

  • Advanced university degree in Social Science, International Development or related field.

Work experience

  • A minimum of 10 years of professional relevant experience and proven expertise with planning and development, including strong understanding of UN’s relevant Programming Guidelines on UNSDCF process, UNICEF CPD process, Gender Equality, Human Rights Based Programming (HRBP) approach and Results Based Management (RBM).
  • Previous work experience with UNICEF in a similar capacity is an advantage.
  • Familiarity with integrated programme design is required.
  • Strong writing and analytical skills for quality writing (sample of a recent analytical report will be requested).
  • Strong communication skills in English (fluency required).
  • Strong coordination skills and ability to adhere to deadlines.

The consultant may be requested to submit 1 or 2 samples of previous similar work produced and at least 3 references.

Remarks:

The consultant will be home-based, however, in-country visits will be required to support key CPD events (Strategic Moment of Reflection – SMR- and Strategic Prioritization Workshop for 7 days) and partners consultations for 10 days. Therefore, applicants for the consultancy should provide all-inclusive budget proposals, which include the costs of travelling to Nepal and spending 17 working days with applicable DSA rates following the ICSC entitlement tables.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
