UNICEF in Vientiane, Lao PDR is looking for an International Individual Consultancy: Climate, Water and MRC Summit Consultant, UNICEF Vientiane, Lao PDR. The assignment expects to take an estimated of 4 months from February to May 2023 and the consultant will be based in Vientiane, Lao PDR.

Summary of key functions/accountabilities:

The consultant is expected to provide the following services as part of their work assignment:

  • Facilitate the identification and participation of an internationally renowned expert in the summit.
  • Work closely with the regional office climate advisor on the technical contributions to the summit
  • Support the creation of a platform for adolescents and young people to raise issues on child rights and climate change.
  • Engage with the other COs to encourage their participation in the summit.
  • Develop a summit outcome note that will articulate the actions for environmental sustainability of the river basin with reference to child rights

Qualifications and Experience:

  • A Master's Degree in technical fields related to WASH, and climate
  • Minimum 4 years of relevant experience at the national and international level in development.

    Knowledge and skills:

  • Proven experience supporting meetings and coordination.

  • Previous experience working in the UN is an advantage.
  • Previous experience working in Lao PDR is a strong advantage.
  • Fluency in English is required; excellent written and verbal communications skills in English.

  • Financial proposal: All-inclusive lump-sum cost including accommodation cost for this assignment as per work assignment with a breakdown by fee, living allowance and travel (the most direct and economical route) costs.

Assessment Criteria:

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

  1. Technical evaluation of the candidates’ qualifications, experience and expertise (max. 100 points) weight 70%:

Qualifications (20 points)

    • A Master's Degree in Environment, International Development, Climate, Social Sciences, Programme Management or related technical field with strong development experience

Experience and expertise (80 points)

    • Minimum 4 years of relevant experience at the national and international level in development (20 points).
    • Relevant regional or country experience (10 points).
    • Proven experience in WASH and climate (15 points).
    • Proven experience in coordination of meetings and high level participation (20 points).
    • Previous experience working in the UN system is an advantage (5 points).
    • Fluency in English is required; excellent written and verbal communications skills in English (10 points).
  1. Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment -as part of the financial proposal submission.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
