Background

The development path of Montenegro by 2030 will focus on the implementation of improved policies for sustainable development of Montenegro that are setting up a comprehensive framework for a national response to the challenges to sustainable development of Montenegrin society. Within this context the UNDP CO focuses on facilitating process that will help Montenegro transition to low carbon and resources efficient economy with a focus on growing green business and practices. The project Strengthening Capacities of Decision and Policy Makers on National and Local Level in Transport and Energy Management – funded through the Resource Mobilisation Facility established by the Slovak Ministry of Finance, provides an opportunity to enable local and national public institutions to streamline the implementation of policies that contribute to localising and achievement of sustainable development goals. SDG 6 – Clean Water and Sanitation and SDG 12 Sustainable Consumption and Production are directly tackled with the initiative of modernisation of the water supply network in Montenegro. The national initiative "Replacement of asbestos-cement pipes in water supply networks of Montenegro" has already been supported by UNDP through development of detailed ToRs for 21 municipality in Montenegro. Based on the results of this technical assistance, the Eco Fund has planned a programme to further support development of project/technical documentation for modernization of local water supply systems and allocated 100,000 EUR for these purposes for 2020-2021. It is important to emphasize that the programme is planned to be implemented in close cooperation with the Union of Municipalities in order to enable exercising the principles of accountability, transparency, participation and inclusiveness in the best social interest of all local communities. UNDP and Eco Fund signed the Statement of Intent in June 2020, specifying that UNDP will continue providing technical expertise to enable the Eco Fund to implement various incentive programs addressing citizens, businesses and institutions. Therefore, for that purpose, UNDP CO Montenegro plans to hire a Hydro Technical Engineer whose engagement will focus on:

  • Procurement process including:
  1. Development of the Tender Package for preparation of the technical/project documentation in line with the highest international and EU standards
  2. Selection of eligible vendor/s
  3. Monitoring and quality control of services provided by selected vendor/s
  • On-the-job training of selected Eco Fund personnel

Objective of the assignment

The main aim of this Consultancy is to support the local water supply companies to capitalize on the already developed ToRs and to strengthen their capacities and enable them to secure funding and implement investments in modernization of the water supply network throughout Montenegro.

Duties and Responsibilities

The selected candidate would be responsible to:

  1. In cooperation with the Union of Municipalities, Eco Fund, identify priority interventions for modernization of water supply network of Montenegro;
  2. Initiate and facilitate the Procurement process including:

a) Development of the Tender Package for preparation of the technical/project documentation in line with the highest international and EU standards b) Selection of eligible vendor/s c) Monitoring and quality control of services provided by selected vendor/s

  1. On-the-job training of selected Eco Fund personnel in regard to:

a) Procurement process b) Improvement of water management with a focus on preventing losses and increasing efficiency and pertaining standard water quality c) Water quality assurance and impact on public health.

  1. Tender documentation
  2. Procurement Evaluation Report
  3. Training report

Time duration and travel: The consultant will be engaged in the period from 21 December 2020 until 20 December 2021 for 60 consultancy days under Individual Contract. The assignment is home based with up to 8 field working days, organized in 2 missions to Montenegro. Travel and DSAs should be included in the lump sum.

Required Skills and Experience

Education:

  • MSc Degree in hydrogeology and engineering geology, water quality specialist, water management expert;

Experience:

  • At least 10 years of the relevant working experience;
  • Experience with UN agencies will be considered as an asset;
  • Experience with the usage of various systems analysis methods and techniques;
  • Well acquainted with the Montenegro water supply system operations and deficiencies;
  • Proven experience in working with multiple stakeholders;

Language:

  • Fluency in English and Montenegrin (written and spoken).

Other:

  • Capability to work effectively under deadline pressure and to take on a range of responsibilities;
  • Ability to work in a team, good decision-making skills, communication and writing skills;
  • Excellent social, communication, advocacy and presentation skills;

Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
