Background

The war against Ukraine has led to the largest and fastest-growing refugee crisis in Europe and one of the biggest security threats since World War II. The ongoing violence and destruction not only affect civilians within its borders, but also lead to a large scale population movements that have spilled over into neighboring countries or even further away as more than seven million Ukrainians sought safety, protection, and assistance away from their country. The war has continued to generate displacement and large-scale new arrivals to refugee-hosting countries along with dramatic levels of suffering, shattering the lives of many Ukrainians.

UN Women is committed to ensuring that women and girls are not left behind in the war against Ukraine. UN Women's engagement with humanitarian and refugee response space is more critical than ever to ensure that humanitarian response prioritises women and girls’ voices and needs within the Regional Refugee Response.

UN Women Europe and Central Asia Regional Office is working across the regional humanitarian and refugee response architecture to ensure a gender-transformative response framework. Serving governments, CSOs, UN Country Teams/Humanitarian Country Teams (UNCTs/HCTs), and UN Women country offices, the Office provides policy advisory services; creates, and disseminates knowledge, evidence and data on gender equality; and advances coherence for gender in humanitarian action/refugee response, including through gender mainstreaming and the coordination of humanitarian/refugee response structures on gender.

In light of the above, UN Women Europe and Central Asia Regional Office is implementing a new programme ‘Promoting gender-responsive refugee responses at the regional and country level’ to ensure that women and girls’ voices and needs are met and prioritized within the Regional Refugee Response. The programme seeks advancing gender-responsive programming, financing and the coordination with and of UN agencies, regional inter-governmental bodies and other stakeholders in addressing the gendered consequences of humanitarian crisis. Under this 12-month intervention, ECARO is working towards producing the following results:

Output 1.1: Women-led Organizations (WLOs)/Women’s Rights Organizations (WROs) are included and meaningfully represented into the mainstream Regional Refugee Response Plan development and implementation and recognized as significant humanitarian/resilience actors.

Output 1.3: Strengthened UN/I/NGOs/CSOs concrete actions at regional level for the integration of gender equality and women’s rights in HDPN both within the regional UN system and the broader RRRP architecture.

To ensure increased and sustained engagement in the humanitarian and refugee response, UN Women is seeking an international consultant to enhance the regional efforts and provide technical support to Regional Humanitarian Specialist.

Duties and Responsibilities

Under the overall supervision of Deputy Regional Director and reporting directly to the Humanitarian Specialist, the consultant is expected to perform the below tasks:

Key Deliverables****1: Support the regional coordination efforts to ensure gender-responsive humanitarian assistance

  • Participate and contribute to the Ukraine Regional Response socio-economic inclusion working group, serving as main focal point in close coordination with the Humanitarian Specialist
  • Serve as alternate focal point for the regional refugee response coordination meetings

2. Provide programmatic and technical support for the growth and implementation of the regional humanitarian and refugee response portfolio - Develop project proposals for the regional response in line with UN Women’s priorities and the evidence-based gaps, ensuring innovation and new digital solutions are integrated - Design new approaches that sustainably improve the outcomes of the regional refugee response, while maximizing the agency agility through innovative solutions based on good practices - Undertake research at the interaction of gender-sensitive humanitarian response, financial security and technology

3. Advance evidence and knowledge on gender-sensitive humanitarian assistance

  • Identify research gaps and co-lead the development of at least one knowledge product related to livelihoods and income-generating activities in the context of the Ukraine refugee response

Duration of assignment:

The time required for the consultancy is up to 60 working days within 6 months from 01 December 2022 to 31 May 2023.

Required Skills and Experience

Education

  • Master’s degree or equivalent in international development studies, international relations, social sciences or a related field relevant to the requirements of this TOR
  • A project/programme management certification would be an added advantage

Experience

  • At least five years of progressive experience in the design, development, implementation and reporting of international projects and programmes
  • At least three years of experience at the national or international level in gender equality, humanitarian action or other related fields
  • Experience in drafting and developing concept notes and full-fledged proposals
  • Experience working within the United Nations System is an asset
  • Experience in Europe and Central Asia Region is an asset

Language Requirements

Fluency in written and spoken English required.

Application Procedure:

The following documents should be submitted as part of the application:

  • Personal CV/P11 including experience in similar assignments
  • Financial Proposal A lump sum amount for the tasks specified in this Terms of Reference. The financial proposal shall include a breakdown of this lump sum on a daily basis.

Payment Schedule:

The consultant will be paid in monthly instalments (as per the daily rate in the financial offer) upon submission of the monthly timesheet, deliverables and UN Women approval. The work plan, deliverable milestones, and instalment schedule may be modified in agreement with the consultant and UN Women supervisor.

If the consultant is required to travel on official business to perform their roles and responsibilities, UN Women will cover the DSA and cost of travel to the location as well as their return upon completion of services.

Evaluation of Applicants:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

z = price of the proposal being evaluated
