Background and Purpose of the assignment:
UNICEF is a lead partner in providing technical support to the Ministry of Health and Family Welfare for institutional capacity building for quality improvement system at national and sub-national level. WIth BMGF support “Mother Baby Friendly Facility Initiative (MBFFII” which is known as “Kurigram QI Model”, has demonstrated several best practices and positive lessons, and drawn interest of public health experts, policy makers and senior level program people of the MOHFW for their replication and scale-up. Positive results of the MBFFI initiative have also influenced the ministry of health for scale-up of the Kurigram model in 6 new districts while scaling up the work to include more facilities within Kurigram. From 2019, UNICEF supported this scale up in 7 districts by investing in capacity building at all levels of health system.
These scaled up efforts require an intensive capacity building effort for individuals and organizations collaborating to achieve quality improvement objectives. In addition to building individual skills, there is a need to guide national and sub-national institutions and build their institutional capacity for planning and implementing QI programmes. A key part of UNICEF’s support is capacity building of individuals and institutions working on quality improvement. UNICEF’s capacity building efforts are envisioned to be led by engaging national and regional institutes, designated as national and regional hubs. These hubs are envisioned as a sustainable structure for quality improvement learning and capacity building within country. National Institute of Preventive and Social Medicine (NIPSOM) has emerged as a national learning hub with UNICEF support and has over the years provided support to facilities across the districts in the country.
The objective of this consultancy is to provide technical support to UNICEF and its partnering institutions in Bangladesh. This support would focus on capacity building for the implementation of quality improvement (QI) initiatives through training workshops, meetings, and on-site support.
Work Assignment Overview:
Task/Milestones:Deliverables/Output:Analyze relevant documents and finalization of NIPSOM QI flagship course moduleFinalized NIPSOM QI flagship course module with all PPT, slides, training material (session plan and agenda)
Capacity building on master QI pool using NIPSOM QI flagship course module
Completion report on 2 batches of training (one at Dhaka* and one at sub-national level*)
Completion report including recommendations on QI projects for districts, and recommendations on QI program in the district
*Location can be changed depending on needs
Minimum Qualifications/Knowledge/Expertise/Skills required:
- University degree in health/ public health, maternal, newborn, child health or other relevant fields with training in quality improvement.
- At least 8 years of progressive professional experience in the field of MNCAH and quality improvement across multiple countries/regions
- Extensive experience and excellent capacity building skills in MNCAH quality improvement, coaching and mentoring.
- Experience in documentation of quality improvement approach
- Published work on quality improvement in global peer-reviewed journals. This may include work in individual health facilities and quality improvement programmes.
- Experience in developing training materials and guidance documents on quality improvement
- Familiar with WHO manuals on Point of Care Quality Improvement
- Good command of English (Examination of a previous authentic written work in English)
- Proven experience of working in Bangladesh and understanding of healthcare delivery system in the country will be an asset.
- Knowledge of Bengali will be an asset.
- Availability to work part-time on a flexible assignment that includes extensive national and international travel
Administrative Details:
Assignment duration: 20 working days during two and half months' time period
Work modality: Both remote working and on-site presence, as applicable
Payment: Payment will be made on successful completion of each deliverable with certification from supervisor
