Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace & security.

UN Women supports the capacity of national authorities, civil society organisations, including Faith Based Organisations and other relevant local stakeholders, to engage with, and contribute to, the planning and implementation of protection and gender-integrated humanitarian action, including in disaster risk reduction and peacebuilding. UN Women also emphasises empowering women and persons with disability to participate as decision makers in the formulation of the plans and programmes that will have a direct impact on their own survival and recovery prospects, as well as those of their communities.

Papua New Guinea has a high level of exposure and vulnerability to both natural and human induced hazards across its provinces. Disasters have included volcanic eruptions, earthquakes, flooding, landslides, tribal fighting, tropical cyclones, tsunamis and health epidemics. The country is highly exposed to natural disasters and the effects of climate change both of which, coupled with a high level of gender inequality, in turn impact livelihoods and food security. It is therefore highly important to apply a gender lens to DRR activities when addressing gender-specific capacities and needs in a population, and the ability of a community to face and recover from disasters.

As the reports reveal, certain groups in the society such as female headed households and persons with disabilities, are among the most marginalised and hardest hit during disasters in PNG. They are unduly impacted, as pre-existing gender inequalities, gender-based violence (GBV) and discrimination are often reinforced, perpetuated and exacerbated in emergency settings. This adversely impacts their wellbeing, physical and mental health, safety and protection and also limits their access to life-saving assistance, services, information, community engagement activities, consultations, and decision-making. In addition, many humanitarian response initiatives in disaster or conflict settings do not integrate protection or gender dimensions, thus minimising the likelihood of achieving the desired impact for women, men, girls and boys.

Given the above, UN Women seeks to recruit an International Consultant who will work under the supervision and in close consultation with the UN Women Protection Specialist to conduct three training workshops on Gender and Disaster Risk reduction, to enhance the capacity of the DRR actors in the National Capital District of Papua New Guinea, hosting 18 participants from Milne Bay, Madang, East Sepik and West Sepik to meaningfully integrate critical gender, vulnerability and protection dimensions into their DRR programme cycle and strategic response planning.

Duties and Responsibilities

Overall Objectives of the assignment

The training workshops will aim to incorporate gender perspectives and promote the participation of women in disaster risk reduction (DRR) programmes and initiatives. It is meant to assist workshop participants including practitioners and officials from the national government, civil society organisations (CSOs), United Nations and other institutions in gaining a knowledge and skills base of integrating gender and protection risks and respective responses into the planning, implementation, monitoring and evaluation of their DRR programmes.

Specific Objectives

II.I To build the understanding of participants of protection and gender mainstreaming in Disaster Risk Reduction programming and implementation, with a component aiming to enable participants to identify and advocate effectively for the needs of vulnerable populations.The content will demonstrate the gender dimensions of prevention, preparedness and recovery, and offer tools which organisations and workers can utilise in their work.

II.II To increase the number of women with knowledge of gender mainstreaming in DRR programmes and initiatives so as to strengthen women’s voice and leadership.

II.III To bring awareness of and attention to the risks of SEA committed by personnel and develop techniques for the Prevention of Sexual Exploitation and Abuse (PSEA) as a critical component of emergency relief by all actors, and to strengthen the capacity of actors to prevent and respond to such misconduct.

II.IV To provide a platform for sharing expertise, experiences and ideas of various actors.

Expected Training Outputs

II.VI Actors are able to develop gender responsive DRR programmes throughout all stages of the programme cycle

II.VII Actors are able to identify protection risks and vulnerabilities and integrate them into DRR planning.

II.VIII Actors have applied the tools and knowledge gained in this training and made necessary modifications to their existing preparedness or response plans, thus enhancing the protection and gender responsiveness and inclusiveness of their DRR programmes and initiatives.

II.VIIII Actors have improved their ability to advocate effectively for the needs of vulnerable groups in disaster planning and response.

II.X Stakeholders are equipped with gender tools and data collection methods which enable them to strengthen the systematic collection and use of sex, age, and disability disaggregated data.

II.XI Stakeholders have built awareness on PSEA in emergencies, and strengthened their capacity to prevent and respond to sexual exploitation and abuse.

Expected Training Outcome

  • Representation of women and persons with disabilities in disaster planning and response is improved at provincial and local level.
  • Collaboration among stakeholders, namely Faith Based Organisations, provincial disaster entities, women’s organisations, People with Disability NGOs and CBOs is fostered.

Scope of Work/Duties and Responsibilities

Under the supervision of the Deputy Country Representative, the consultant will

Pre-arrival - Home based

  • undertake an assessment of the learning needs of all participants to understand their level of knowledge and skills regarding gender and protection mainstreaming into DRR planning and implementation
  • design a complete training package including training modules, Workshop agenda, handouts and case studies according to the identified learning needs.

On arrival - In person

  • conduct a 3 day in-person training workshop in 3 locations as described above
  • apply measures drawing on the contextual knowledge and lived experiences of participants and the available context analysis in PNG
  • assist the participants to effectively integrate gender and protection perspectives in their DRR preparedness and response plans based on the contextual gender and protection concerns identified
  • provide a report comprising an evaluation of the outcomes of the training workshop as well as recommendations
  • undertake a post training assessment to measure the changes in knowledge and skill regarding gender and protection mainstreaming into DRR planning and implementation?
  • Write up a report on the workshop proceedings and evaluation as well as recommendations encompassing possible follow up capacity development activities

Training Methodology

The training will adopt an interactive learning methodology and adhere to adult learning principles that involve the following:

  • Problem-based learning: through discussing practical scenarios while offering examples of successful gender responsive DRR programmes and lessons learnt.
  • Learning by doing: through organising group exercises for participants to apply what they have learnt into practice.
  • Learning from each other: through applying participatory training methods such as brainstorming, group discussion, case analysis, role plays, etc.

Training Content

  • Gender equality and disaster risk reduction comprising normative frameworks to address gender equality in DRR, gender equality issues in PNG, the interplay between gender equality issues and disasters, application of gender perspectives, and use of a gender analysis.
  • Gender equality in disaster preparedness comprising analysis of differential vulnerabilities of women and men in disaster settings. Design and application of gender-responsive capacity and vulnerability assessments, gender-responsive disaster preparedness plans, basics of gender-responsive early warning systems.
  • Gender equality in disaster response and recovery covering awareness on gender-specific protection, participation and basic needs in disaster response.
  • Gender-responsive monitoring and assessment of disaster risk reduction programmes comprising monitoring gender concerns in disaster risk reduction programmes, use of sex-disaggregated data and gender-based evidence for monitoring of DRR interventions, use of gender-responsive indicators, familiarity with existing reporting mechanisms and how they can be made more gender-responsive.
  • Prevention of Sexual Exploitation and Abuse

Defining Sexual Exploitation and Abuse (SEA)) & Core principles of PSEA, Preventing SEA, identifying SEA risk factors in your program/organisation, integrating PSEA into programs with communities, creating a PSEA code of conduct or policy for your organisation Responding to SEA, creating a complaints and feedback mechanism (CFM) ,Victim support, confidentiality and complaint handling.?

Number of the participants of each training workshop will be 18. The participants are representatives from the Provincial Disaster Coordination committee, Provincial Disaster coordinators, Faith Based Organisations, provincial women’s leaders, NGOS, provincial health & education authorities, church DRR focal points and the PWD CSOs.

Locations of Training Workshops

The training workshops will be conducted in the following locations:

Kokopo, East New Britain Province

Hosting participants from New Ireland, West New Britain, East New Britain and Autonomous Region of Bougainville

Mt Hagen, Western Highlands Province

Hosting participants from Eastern Highlands, Hela, Enga and Southern Highlands and Western Highlands

Port Moresby, National Capital District

Hosting participants from Milne Bay, Madang, East Sepik and West Sepik

Duration of the assignment

The duration of this assignment will be for twenty-nine days and work must begin from 20 March to 19 April 2022 signing of the contract.

Expected Deliverables

The following deliverables are expected from the Consultant to deliver within the approximate timelines.

The payment for each deliverable will be made upon the approval of UN Women of a FINAL version of the respective deliverable.

All the documents, including, training materials, reports and handouts must be submitted in the English language.

All the documents and materials utilized need to be returned to UN Women in electronic format. Any printed materials utilized to be referenced and returned. All materials are property of UN Women.

Inputs

UN Women will provide copies of all relevant documentation in electronic / hard copy to the consultant. The Consultant is expected to work remotely using her/his own computer but may access the UN Women office for printing/scanning of relevant documents during the assignment.

UN Women will provide the consultant with existing background materials as well as contact details of trainees for assessment purposes.

UN Women will cover the costs for translation of printed materials as required throughout the duration of the assignment.

Transport:

The consultant will be responsible for arranging their own travel to the duty station and this cost should be included in the lump sum fee for the financial proposal (see Annex I). Official movements at the duty station will be facilitated by UN Women who will either pay directly for domestic airfares and/or provide a driver on a pick and drop basis.

Communications:

The Consultant will be required to provide their own local communications such as SIM cards. These costs should be included in the lump sum fee of the financial proposal. The consultant will provide her/his own laptop and mobile phone including a mobile Wi-Fi hotspot device to enable internet access (which is highly limited).

Accommodation:

All accommodation costs and other living expenses will be covered within the consultancy fee.

Security:

The consultant will be provided with a UN security briefing and will be required to follow UN security rules and guidance.

Insurance:

The Consultant will arrange private insurance and the cost of which will be included in the financial proposal.

Office space and facilities:

The Consultant is expected to provide his /her own office space for this assignment.

The procurement process will be governed by the rules and regulations of the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women).

Evaluation

Applications will be evaluated based on the cumulative analysis:

  • Technical Qualification (100 points) weight; [80%]

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

2. Financial/Price Proposal evaluation:

Annex I and II is shared herewith, below, to set the guidance to submission/s of financial proposals.

  1. Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  2. The total number of points allocated for the price component is 100 (30%).
  3. The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation.
  4. All other price proposals will receive points in inverse proportion to the lowest price.
  5. The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal:
  • The consultant’s daily rate estimated to complete deliverables. Please note that UN Women solely pays upon submission of deliverables.
  • The daily price proposal should indicate a "lump sum amount" which is "all-inclusive"; All costs (professional fees, communications, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price. Airfare, daily subsistence allowance and terminal payments for travel outside of Port Moresby will be paid directly by UN Women and are not required to be included in the lump sum amount.
  • UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.
  • Currency of the price proposal. The applicants are requested to submit their price proposals in PGK. In case of proposals in other currency, these shall be converted into PGK using the official UN exchange rate for currency conversion to USD at the date of applications’ submission deadline.

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1.Daily fee

The daily price proposal should indicate a "lump sum amount" which is "all-inclusive"; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2.Travel costs

The Consultant does not need to factor in international travel costs and those within country mission.

3.Daily Subsistence Allowance

The Consultant may include in the financial proposal DSA applicable for mission days.

4.Currency of the price proposal

The applicants are requested to submit their price proposals in USD. In case of proposals in other currency, these shall be converted into USD using the official UN exchange rate for currency conversion to USD at the date of applications’ submission deadline.
