Result of Service Under the guidance of and in consultation with the GLO.ACT Programme Management Officer, and the overall supervision of the GLO.ACT Project Coordinator, the international training expert will conduct the following key tasks:

A. Conduct a desk review of available women empowerment resources and gender training developed by the UN, governments and civil society organizations in partner countries and propose key modules to be included in the 2 modules; B. Develop 2 modules with input of UNODC, Women’s Network members as well as national authorities, investigators and prosecutors; C. Facilitate expert group meeting to validate the 2 modules; D. Piloting of the modules in a selected institution in GLO.ACT and BMM partner countries; E. Incorporate input and finalize the 2 modules.

Duties and Responsibilities The United Nations Office of Drugs and Crime (UNODC) is devoted to ensuring that States have the tools, expertise and commitment to effectively prevent and respond to trafficking in persons (TIP) and smuggling of migrants (SOM). UNODC’s Human Trafficking and Migrant Smuggling Section (HTMSS) administers three Global Programmes aimed at addressing trafficking in persons and the smuggling of migrants.

The Global Action to Prevent and Address Trafficking in Persons and the Smuggling of Migrants in Asia and the Middle East (GLO.ACT Asia and the Middle East) is a joint initiative by the European Union (EU) and the United Nations Office on Drugs and Crime (UNODC), being implemented in partnership with the International Organization for Migration (IOM).

At the same time, UNODC has been working closely with the Government of Sudan, particularly the National Committee for Combating Human Trafficking, since 2014. The activities of UNODC in Sudan are currently implemented under the framework of the Better Migration Management (BMM) Programme that is co-funded by the European Union Trust Fund (EUTF) for Africa and the German Federal Ministry for Economic Cooperation and Development (BMZ). The BMM is implemented by UNODC together with GIZ, IOM, The British Council and CIVIPOL.

BMM seeks to improve migration management in the Horn of Africa region, with emphasis on trafficking in persons and the smuggling of migrants within and from the Horn of Africa. The programme is built upon a comprehensive and holistic approach towards migration management and an understanding of the potentially positive contribution of orderly migration and its impact on regional development and stability. It is comprised of three main components: migration governance, effective institutions and protection. UNODC is implementing activities that fall under migration governance and effective institutions.

On 29 June 2020, GLO.ACT Asia and the Middle East launched a regional Women’s Network, targeting female officials working in policy making, the justice sector, law enforcement, civil society and other relevant local entities. GLO.ACT seeks to strengthen the capacity, knowledge and resources available to the Women’s Network, including through training, mentorship and coaching. In line with one of the Women’s Network’s key desired milestones ‘Measures to promote institutional-level Reform’ the consultant will develop 2 modules one on women empowerment and one on the gender nature of TIP and SOM to be integrated into national training institutions where Network members work or are affiliated.

The modules must be both practical and useful for the members of the Women’s Network to be incorporated into their trainings and advocacy activities on TIP and SOM. Currently trafficking and smuggling training programmes do not cover gender as a specific topic, yet there is an evident need for this considered the gendered nature of both the offence and the response. Therefore, the modules will ensure that gender is mainstreamed into national capacity development and other initiatives on TIP and SOM and therefore contribute towards the promotion of institutional reform. The aim is to also design a module that takes into consideration the socio-political contexts of GLO.ACT partner countries. The modules will draw upon the UNODC Toolkit for mainstreaming Human Rights and Gender Equality into criminal justice interventions to address trafficking in persons and smuggling of migrants, which was designed primarily for UNODC staff and experts with the option for stakeholders to adapt it to their countries’ needs. The modules will be a shorter, concise training tool, contextualized to the region

GLO.ACT and BMM, both EU funded initiatives, will partner and develop together the 2 modules.

The purpose of this assignment is to develop 2 training modules, one on women empowerment, and another one on the gendered nature of TIP and SOM, both to be integrated into national training institutions where Network members work. In addition to strengthening the conceptual understanding of the relevant global, regional and national frameworks and the gendered impact of TIP and SOM and the role of women in the response, the modules will include several practical exercises and simulations based on real life scenarios routinely encountered in the region. The consultant will also support the piloting of the modules in three selected institutions represented by members of the Network.

The Consultant’s work will be informed and guided by the UNODC Toolkit for mainstreaming human rights and gender equality in criminal justice responses to human trafficking and migrant smuggling.

Qualifications/special skills Academic Qualifications: Advanced University degree (Master’s degree or equivalent) in criminal law, criminology, policing, social sciences, management or humanities is required. A first-level university degree in similar fields in combination with additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of 7 years of relevant professional experience in gender designing training materials, and in planning and delivery of trainings including in gender at national and international levels is required; - Working experience in training and capacity building, including development of training materials, designing and delivering trainings with a specific focus on women is required; - Working experience in with practitioners in the area of human trafficking, violence against women, organized crime, law enforcement, or criminal justice is required; - Working experience in the Middle East and/or Southeast Asia regions is required; - Strong knowledge in gender and human rights is required; - Excellent communication and drafting skills are required; - Experience working for the United Nations or other international organizations is desirable. Language: English and French are the working languages of the UN Secretariat. For this position, fluency in English (i.e. oral and written proficiency and excellent drafting skills) is required. Knowledge of other official UN languages is an advantage.
