Background:

Money laundering represents the set of activities for turning money from the illegitimate economy into money in the legitimate economy. This set usually includes primarily a profit-making crime, followed by an intent to conceal the proceeds of the crime, as well as the origin of money and introduction of this money into legal financial flows. Money laundering and terrorism financing (ML/TF) siphons the funds from the legal economy and undermines the legitimate businesses. It has a great impact on countries, institutions, private entities and individuals. Through these activities, large amounts of money are moved from the global and national economies, thus decreasing the possibilities for improving the funding of public services, contraction and maintenance of infrastructure project, such as roads, hospitals and schools, as well as improving the lives of everyday lives of citizens. Instead, such funds end up in possession of criminals, who manage to control further development of countries. In order to have a greater impact in combating money laundering.

OSCE Programme Office in Dushanbe will support the organization of the training for the National Bank of Tajikistan (NBT) on conducting ML/TF typologies research in accordance with the FATF and EAG methodology with special focus on the following topics: use of foreign trade operations for money laundering, use of cash in money laundering schemes, and use of non-profit organizations for the purpose of financing terrorism. This training would help the NBT conduct a thematic analysis of existing and observed typical schemes with the aim of identifying deficiencies in national system for combating ML/TF.

Objective of Assignment:

The OSCE Programme Office in Dushanbe (POiD) is planning to hire an international expert to conduct a typologies research training for the NBT staff in accordance with the FATF and EAG methodology, best practices and how to communicate its results to reporting entities.

Duration of Assignment: 6 days in June, 2022.

Tasks and Responsibilities: Under the supervision of the EED Head of Department of POiD, the consultant will perform the following tasks:

  1. Designing the programme of the training (1 day, June 2022);
  2. Preparing the presentation and other materials necessary for the training (3 days, June 2022);
  3. Conducting a training (2 days, June 2022).

Note: The work of the expert will mainly be conducted remotely, with one trip to Dushanbe to conduct a training.

Deliverables:

  • Developed programme and presentation of the training;
  • Conducted training;
  • Submit report on conducted activities.

Necessary Qualifications:

  • Advanced university degree in law, economy or related fields;
  • At least ten (10) years of professional experience in anti-money laundering/countering terrorism financing and related areas, of which at least five in the international environment;
  • Previous experience in typologies research;
  • Excellent analytical and writing skills;
  • Experience in developing training materials and conducting trainings;
  • Experience in drafting documents for a legal and non-legal audience;
  • Previous experience working with other international organizations would be considered as an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Excellent skills in written and spoken English, knowledge of Russian is desirable;
  • Computer literate with practical experience using Microsoft applications;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
