Background:

Within the project “Strengthening capacities in the Media Landscape in Montenegro”, the Mission will support the national Public Service Broadcaster Radio Television of Montenegro (RTCG) in developing RTCG Development Strategy (2022-2027) with an action plan for the 2023, but also in enhancing skills and capacities to promote reliable, ethical, gender-sensitive and objective live reporting.

In order to continue to be of relevance in today’s media environment, RTCG decided to make advantage of new technological possibilities. Informing the public in a truthful, objective and credible way about topics of public interest is to remain one of the most significant tasks in which RTCG can contribute to the promotion of democratic participation of the individual members of its public and in which very useful use can be made of the new communication technologies. On the other hand, RTCG could fulfil a vital role in educating active and responsible citizens, providing not only quality content but also a forum for public debate, open to diverse ideas and convictions in society, and a platform for disseminating democratic values. One of RTCG’s roles should be to foster citizens’ interest in public affairs and encourage them to play a more active part. To achieve these objectives, RTCG approached the Mission for support in adapting its strategic and internal policies to the new technological and social context. The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Expert on Strategic Development of Media.

Objective of Assignment:

The objective of the assignment is to support the RTCG in strategic planning of its development, through improving interdepartmental cooperation and establishment of a sustainable mechanism for monitoring the implementation of the said strategic approach. It further aims to prepare RTCG to implement principles, values, mission and vision, strategic goals and strategic map with a one-year long Action Plan, ultimately allowing for certain flexibility in relation to social and cultural dynamics, the impact of global trends and the ever-changing media industry.

Duration of Assignment:

Three working months in the period from August 1, 2022 to October 31, 2022.

Tasks and Responsibilities:

Under the overall supervision of the Media Programme Manager of the OSCE Mission to Montenegro, the successful candidate will be tasked with the following duties:

  1. Conduct desk research on relevant strategies of the European PSBs, relevant national strategies, laws and regulations pertaining to the RTCG. Select three PBSs whose experience, strategical functioning and legal framework is most appropriate for Montenegrin context and submit a Report on Comparative Review of the European PSBs in relation to the Montenegrin context, of minimum 10 pages, in English language, by August 15, 2022, working from home;
  2. Conduct a desk research of relevant RTCG documents and available reports on its functioning, surveys, monitoring reports, etc. in order to perform relevant data collection, and submit a document outlining Key findings and observations of minimum 5 pages in English language, by August 30, 2022, working from home;
  3. Prepare and submit material for facilitating a Kick-off interactive online meeting with six (6) representatives of RTCG and Media Programme to present and receive feedback on the Report on Comparative review, Key findings and observations and to develop Work Plan with methodology of work, of minimum 5 slides in English language, by September 5, 2022, working from home; Work Plan with methodology of work should include:
    • Work methodology;
    • Baseline;
    • Agreed topics for the 3 planned Working Group meetings that include defining vision, mission, general ideas on priority areas, goals and objectives, measures and SMART indicators.
  4. Facilitate an interactive online Kick-off meeting with six (6) representatives of RTCG and Media Programme in line with the material prepared as indicated within the Task No 3, in English language, by September 6, 2022, working from home.
  5. Prepare and submit a Report from Kick-off meeting, that includes feedback of the WG members on presented Report on Comparative review, Key findings and observations, of minimum 1 page in English language by September 7, 2022, working from home;
  6. Based on the feedback from the Kick-off meeting, prepare and submit agreed Work Plan with methodology of work containing:
    • Work methodology;
    • Baseline;
    • Agreed topics for the 3 planned Working Group meetings that include defining vision, mission, general ideas on priority areas, goals and objectives, measures and SMART indicators, of minimum 3 pages, in English language, and submit by September 9, 2022, working from home;
  7. Prepare and submit material for participation in an interactive WG 1 meeting with approx. 15 members from the RTCG, in line with the details set out in the Work Plan with Methodology prepared within the Task No 5, of minimum 2 slides in English language, by September 14, 2022, working from home;
  8. Participate in the interactive WG 1 meeting with approximately 15 members from the RTCG, in English language, in Podgorica, by September 15, 2022;
  9. Prepare and submit material for participation at an interactive WG 2 meeting with approx. 15 members from the RTCG, in line with the details set out in the Work Plan with Methodology prepared within the Task No 5, of minimum 2 slides in English language, by September 21, 2022, working from home;
  10. Participate at the interactive WG 2 meeting with the approximately 15 members from the RTCG, in English language, in Podgorica, by September 22, 2022;
  11. Prepare and submit material for participation at an interactive WG 3 meeting with approx. 15 members from the RTCG, in line with the details set out in the Work Plan with Methodology prepared within the Task No 5, of minimum 2 slides in English language by September 27, 2022, working from home;
  12. Participate at the interactive WG 3 meeting with approximately 15 members from the RTCG, in English language, in Podgorica, by September 28, 2022;
  13. Compile all the recommendations and feedback from the three WG sessions and submit a Report from WG meetings, of minimum 5 pages, in English language, by October 4, 2022, working from home;
  14. Prepare and submit draft version of the document RTCG Development Strategy (2023-2027) and corresponding Action Plan for 2023, based on the conducted desk research, submitted Report on Comparative Review and Key findings and observations and Report from WG meetings. The draft documents will: a) contain a clear baseline, vision, mission relevant analyses, priority areas and measures, SMART goals and objectives as per the inputs of the WG meetings and the consultative process; b) provide concrete activities of the RTCG in creating a more supportive gender-balanced environment; The draft of minimum 30 pages in English language should be submitted for review by October 20, 2022, working from home;
  15. Based on received feedback, prepare and submit final version of document RTCG Development Strategy (2023-2027) and a corresponding Action Plan for 2023 addressing all the comments, of minimum 30 pages in English language, by October 26, 2022, working from home;
  16. Prepare and submit material for an online presentation of final version of document RTCG Development Strategy (2023-2027) and the corresponding Action Plan for 2023, of minimum 10 slides in English language by October 28, 2022, working from home;
  17. Conduct an online presentation of the document RTCG Development Strategy (2023-2027) and the corresponding Action Plan for 2023, in English language, by October 31, 2022, working from home.

Deliverables:

  1. Desk research on relevant strategies of the European PSBs, relevant national strategies, laws and regulations pertaining to the RTCG conducted. Three PBSs whose experience, strategic functioning and legal framework is most appropriate for Montenegrin context selected and Report on Comparative Review of the European PSBs in relation to the Montenegrin context in a minimum 10 pages, submitted in English language, by August 15, 2022;
  2. Desk research of relevant RTCG documents and available reports on its functioning, surveys, monitoring reports, etc. conducted in order to perform relevant data collection, and document outlining Key findings and observations of minimum 5 pages in English language submitted by August 30, 2022;
  3.   4. Interactive online Kick-off meeting with six (6) representatives of RTCG and Media Programme in line with the material prepared as indicated within the Task No3, facilitated in English language by September 6, 2022;
  5. Report from Kick-off meeting, that includes feedback of the MG members on presented Report on Comparative review, Key findings and observations, of minimum 1 page in English language submitted by September 7, 2022;
  6. Based on the feedback from the Kick-off meeting, agreed Work Plan with methodology of work containing all the details set out in Task N°6, of minimum 3 pages in English language submitted by September 9, 2022;
  7. Material for participation in an interactive WG 1 meeting with approx. 15 members from the RTCG, in line with the details set out in the Work Plan with Methodology prepared within the Task No 5, of minimum 2 slides in English language submitted by September 14, 2022;
  8. Participated in the interactive WG 1 meeting with approximately 15 members from the RTCG, in English language, in Podgorica, by September 15, 2022;
  9. Material for participation at an interactive WG 2 meeting with approx. 15 members from the RTCG, prepared in line with the details set out in the Work Plan with Methodology prepared within the Task No 5, of minimum 2 slides in English language submitted by September 21, 2022;
  10. Participated at the interactive WG 2 meeting with the approximately 15 members from the RTCG, in English language, in Podgorica, by September 22, 2022;
  11. Material for participation at an interactive WG 3 meeting with approx. 15 members from the RTCG, prepared in line with the details set out in the Work Plan with Methodology prepared within the Task No 5, of minimum 2 slides in English language submitted by September 27, 2022;
  12. Participated at the interactive WG 3 meeting with approximately 15 members from the RTCG, in English languageby September 28, 2022;
  13. All the recommendations and feedback from the three WG sessions compiled and Report from WG meetings, of minimum 5 pagesin English language submitted by October 4, 2022;
  14. Draft version of the document RTCG Development Strategy (2023-2027) and corresponding Action Plan for 2023, prepared based on the conducted desk research, submitted Report on Comparative Review and Key findings and observations and Report from WG meetings and in line with the details set out in Task N°14. The draft of minimum 30 pages in English language submitted for review by October 20, 2022;
  15. Based on received feedback, the final version of document RTCG Development Strategy (2023-2027) and a corresponding Action Plan for 2023 addressing all the comments, of minimum 30 pages in English language prepared and submitted by October 26, 2022;
  16. Material for an online presentation of final version of document RTCG Development Strategy (2023-2027) and the corresponding Action Plan for 2023, of minimum 10 slides in English language submitted by October 28, 2022;
  17. Online presentation of the document RTCG Development Strategy (2023-2027) and the corresponding Action Plan for 2023, conducted in English language by October 31, 2022.

Necessary Qualifications:

  • University degree in Political Science, International relations, Social Science or another relevant field;
  • Minimum 6 years of relevant professional experience in the media sector, including experience with public institutions/bodies;
  • Extensive experience in research/analysis and/or designing of strategies/action-plans/projects/programs/policies/laws for public institutions/bodies;
  • Experience in working with the Public Service Broadcaster would be considered a strong advantage;
  • Experience in facilitating working groups work in a multi-sector and multi-stakeholder setting;
  • Excellent negotiation, organizational and co-ordination skills;
  • Very good interpersonal skills and demonstrated ability to work in teams and with groups composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Professional fluency of English language, both spoken and written;
  • Previous experience working with international organizations would be considered as an asset.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
