Organizational Setting:

FAO Representative in Madagascar, to Comoros, Mauritius and Seychelles.

Background

For the implementation of the project “Support to smallholder farmers to upgrade agriculture and to deal with imports of pork and broiler poultry in the Seychelles”, a group of consultants will be recruited to carry out studies on the sector livestock.

Reporting Lines:

Under the general supervision of the FAO Representative in Madagascar and direct technical supervision of the FAO SFS Sub-Regional livestock development officer, the international consultant on livestock regulatory and institutional framework work in close collaboration with the team leader and two national consultants. The consultant on regulatory and institutional framework will conduct a study on the institutional set up and legislation in force relating to the imports of poultry and pig meat to the Seychelles and on the standards applicable to poultry and pigs production. The study will use a value chain approach in order to bring out the factors generating the absence of competitiveness between the two approaches.

Technical Focus:

Livestock institutional framework, laws, and regulations.

Tasks and responsibilities

The consultant will undertake the following activities to provide technical and functional support to the project “Support to smallholder farmers to upgrade agriculture and to deal with imports of pork and broiler poultry in the Seychelles – TCP//SEY/3803”.

  • Organise and participate in activities relating to the evaluation of the texts and legislation in force concerning the importation of poultry and pork meat
  • Coordinate the carrying out desktop study focusing on the various texts and regulations concerning the import of animal products in general and poultry and pork meat in particular, and also for local production
  • Coordinate surveys with the government and importing firms in order to identify aspects of the texts currently being applied that would contribute to the loss of market competitiveness in these two sectors
  • Assess experiences of other countries which can be applied to the situation in Seychelles
  • Incorporate findings and proposals of the regulatory and institutional framework in an overall report prepared by the international consultant on Poultry and Pork value chains competitiveness (Team Leader)
  • Organise and coordinate with the international consultant on Poultry and Pork value chains competitiveness (Team Leader) organisation of the workshop for the restitution and validation of the different results and recommendations resulting from the surveys on the two sectors
  • Work with the national side to establish and propose texts and regulations that will create competitiveness in the Seychelles poultry and pig market, more specifically for the import of inputs (institutional and legal framework), services and the role of the different actors involved in each of the sectors

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in law or business management or international trade or related fields
  • At least 10 years of relevant experience in law applied to areas of rural development or international trade.
  • Working knowledge of English and limited knowledge of one of the other FAO languages (Arabic, Chinese, French, Russian, Spanish) for Consultants. For PSA.SBS working knowledge of English.

  • Good field team management skills
  • Proven experience in drafting legislation and regulations on rural development or international trade.
  • Proven experience in analyzing institutional framework of development or trade enterprises
