Background

The Government of Azerbaijan has recognized the importance of developing the VET system in the “Strategic Roadmap for Vocational Education and Training,” “Strategic Roadmap on SME development” (approved in 2016) and many other government programmes. The general objective of these policy documents is to reform Azerbaijan’s VET system and lead to better results through improvements in infrastructure, educational content, professional capacity, recognition of prior learning, internal quality assurance and social partnerships (including public-private partnerships).

The EU funded UNDP implemented project “VET for the future: Development of VET providers’ excellence in Azerbaijan” is intended to support the modernization of VET institutions in Azerbaijan to deliver competence-based training in order to increase the attractiveness and labour market relevance of VET. Project activities will be piloted in seven VET schools/centers (four in Baku and three in the regions - Ganja, Jalilabad and Sheki). The selected regions are a top priority for the Ministry of Education, especially for State Agency on VE and have been selected based on factors such as labor market relevance, priority sectors for country development, private sector interest and the existence of required infrastructure. The project’s main target groups will be youth, adults, people with disabilities, professional, administrative and management staff of the center and unemployed men and women. The project is also expected to increase public awareness, change occupational stereotypes, improve inclusivity and support for people with disabilities and attract more women to VET. The best practices derived through this project in the targeted locations with be later further replicated in other regions.

Duties and Responsibilities

The following guidelines, recommendations and tools will be developed by international expert within the project:

  • Share expertise in lessons learned of inclusive vocational programs in developed countries;
  • Development of Guidelines and recommendations to integrate people with disabilities to the formal education in vocational education, including career opportunities with the list of occupations/professions and employment opportunities for individuals with disabilities;
  • Organization of one-day validation workshop for the representatives of SAVE and selected VET provider;
  • Share experience/lesson learned in inclusive vocational programs for employment opportunities for individuals with disabilities get hired for the job;
  • Development of Disability awareness training toolkit for teacher and students;
  • Conduct trainings on inclusive education for the staff working with the youth with disabilities;
  • Collaboration with the staff of the project to ensure that the expertise is shared in an understandable and effective way;

NOTE: During workshop expert should present developed docs to the representatives of SAVE and selected VET provider. The workshop will be covered 15-20 participants. Int. expert should finalize all docs after workshop. Training should be organized for the 15 selected staff of VET Centers dealing with the Pwd.

  1. Deliverables

The Individual consultant shall deliver the followings:

Deliverable 1 (March - May 2021):

  • Guidelines and recommendations to integrate people with disabilities to the formal education in vocational education, including career opportunities with the list of occupations/professions
  • One-day validation workshop for the representatives of SAVE and selected VET provider

Deliverable 2 (May - July 2021)

  • Disability awareness training toolkit for teacher and students, including 2 days training

All the reports, draft guidelines, proposal etc. should be sent in electronic form (Microsoft Word and PDF and, if applicable, other relevant formats) in English.

  1. Period of assignment and travels

The assignment is planned to start in March 1, 2021 and continue to July 21, 2021. The total number of expected consultancy days is 32 days, one flight and 5 working days in Azerbaijan are expected to the duty station (Assumption is Covid) within the assignment. For this the Expert will need to undertake travels to the pilot regions in Azerbaijan.

Supposed place of work is Baku, Azerbaijan, UNDP office and project assigned regions. If necessary, work will be carried out at other agencies or institutions in Baku, Republic of Azerbaijan. In some cases travel within the country may be required. If that’s the case, necessary arrangements will be made by UNDP Azerbaijan.

  1. Detailed provision of monitoring and progress controls, including reporting requirements, frequency, format and deadlines;

Monitoring and progress control will be conducted by the Project Manager in consultation with the UNDP Programme Advisor and the Project Director appointed by the Ministry of Education.

Reporting, its frequency, format and deadlines will be done in accordance with the phases and deliverables shown in the respective section below.

The proposed payment percentages can be agreed with the Expert according to his/her approach to the task.

Required Skills and Experience

Education

  • At least master degree in Education, Economy, public policy or in social science.

Experience

  • 5 years working experience in Education, especially in inclusive education, Disability related projects/ programs in developed countries. It is a serious advantage to have an experience in inclusive vocational programs provided employment opportunities of the candidate with Pwd.
  • At least 2 years’ knowledge and experience in the process of adjustment of developmental programs for the youth and adult with disabilities
  • Knowledge and experience in provision of trainings on Inclusive Education
  • Sharing knowledge and experience, communicating ideas and managing information flow
