**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Baghdad Classification of duty station: Remote with missions to Iraq Standard Duration of Assignement : 11 months Job Family: Education Type of contract : Non Staff Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 29/05/2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **Background** -------------- Following the successful completion of the TVET Reform Phase 1 (TVET 1) project, UNESCO is implementing the second Phase of the TVET Reform Programme Phase 2 (TVET 2) with continued funding support from the European Union. - **The overall goal (impact) of TVET 2 is:** To ensure increased access to inclusive skills development services and assets, contributing to improved employability and socio-economic status. - **The Objectives of TVET 2 are:** 1. To strengthen MoE national and Directorate systems and capacities for quality management, curriculum, and labour market alignment for vocational education. 2. To enhance the performance of selected vocational schools to create and operate Centres of Excellence 3. To develop higher education institutions’ systems and leadership for meeting local skills needs and international recognition of qualifications Expected Results ---------------- Each of the three objectives above has a set of three interlinked Expected Results (ERs). The Expert’s assistance will continue the work required for the achievement of objective 3. The IE will be responsible for completing the four expected results from Objective 3, namely the following ERs: **ER3.1 Application of international practices and tools for benchmarking qualifications** - 3.1d Consult profiles of similar degree programmes offered by well reputed HEIs in various parts of the world to check on correspondence in general to the outputs foreseen elsewhere, without eliminating the specific characteristics tailored to local requirements. - 3.1e Check that the assessment framework produced in activity 3.2d seems suitable to produce programme learning outcomes comparable to the QF levels and draft an outcomes assessment procedure. **ER3.2: Development of competency based programmes using ECTS and Tuning methods** The IE will work with the 7 Universities on their draft curricula and ensure: - 3.2f The new programmes are described in a Course Catalogue according to the parameters of the ECTS Users Guide. - 3.2g The programmes are implemented and monitored **ER3.3: Application of international quality standards and quality management practices** The IE will complete this Output by - 3.3e Organize a project-wide working meeting of the Boards with the expert/s, or a specified number of key people belonging to them, to present, compare, and perfect the 7 institutional quality drafts with due regard to institutional differences and priorities, but defining a common calendar for evaluation and reporting. - 3.3f The Boards organize and hold meetings with own staff and students to illustrate the plan, emphasizing the importance of internal optimization, rather than external coercion; - 3.3g Implement the plans abiding by the common calendar and reporting according to the established deadlines; - 3.3h Convene a final conference of the rectors/presidents and the Boards to present the results, discuss and evaluate them, and agree on how to ensure continuation and sustainability Long Description ---------------- Specifically, the Expert will support the work ongoing and launch the Internationalization component (ER 3.4) by meeting online regularly with the Subject area and Quality boards and undertaking missions to Iraq to carry out face to face workshops and meetings. The Expert will work collaboratively with the 7 Universities under the supervision of the UNESCO Senior Consultant for TVET 2. Duties and Responsibilities of International Expert ---------------------------------------------------- Under the overall authority of the Director and UNESCO Representative to Iraq and guidance of Chief of Education of the UNESCO Office for Iraq, and under the direct supervision of the Senior Consultant for TVET 2, the Expert shall be responsible for the completion of Outcome 3 through the following deliverables **:** 1. **Inception report** describing the progress to date and the outstanding challenges. A work plan and methodological framework will be developed setting out in detail the implementation methodology, corresponding milestones and monitoring and evaluation activities to be submitted by 5 June 2022 2. **Monthly Reports** by the first week of the following month detailing activities undertaken, deliverables produced with attachments, lessons learned and plan for next monthly period 3. **Draft Degree Profiles** produced for all new proposed degree courses by each University, giving the key competences, key learning outcomes required to produce the draft degree profile. August 2022 4. **Final conference** of the Chancellors etc. and the Subject Area Boards and the Quality Boards to present the results of the Bologna Process implementation July 2022 5. **New degree programmes and Quality Plans implemented** by September 2022 6. **7 Internationalization Enhancement Plans** (IEP) suitable to the characteristics, resources and strategy of the institution developed and implemented. By January 2023 7. **Monthly reports** submitted at the end of each calendar month with a description of what was achieved in reporting period against the Work Plan, reasons for any shortfalls or delays and action plans to get the project back on track. 8. **Copies of** all presentations/reports/ minutes of meetings etc. in the period and evaluations of all capacity building activities. 9. **Final Summative consultancy** report, including the M&E results by one month after the end of contract services Other Information including information on timelines ----------------------------------------------------- The total duration of the assignment will be 11 months. Visits to Iraq will be required to carry out workshops for the CDWG and monitor progress and deliver any additional workshops required under subsequent contracts. Remuneration according to UNESCO rules and regulations based on qualifications and experience. Payment of remuneration will be linked to acceptance of the deliverables as per the agreed work plan. Academic qualifications** • Advanced university degree in Education, Higher Education, Quality Assurance or other related field, with demonstrated expertise at national and international levels **2. Professional experience** • Minimum 15 years of relevant professional experience working in HE Internationalization, Quality Assurance and the Bologna Process and tools. • Proven track record of designing and delivering effective workshops for University and Government officials on HE QA&A • Working experience with senior officials within government and educators • Extensive experience working in MENA countries in HE consultancy **3. Language requirement** Fluent in English – oral, written, comprehension **DESIRABLE QUALIFICATIONS** ---------------------------- • Master’s degree related to HE reform preferred.
