Overview

You have:

  • University Degree in Livestock Science, Veterinary Science, or related discipline
  • Minimum 5 years’ related work experience, particularly in providing training in Artificial insemination and reproductive management of buffalo.

Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) in Timor-Leste aims to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

FAO Timor-Leste is supporting the government of Timor-Leste on strengthening national capacity for climate smart dairy buffalo development and milk production through TCP project (TCP/TIM/4002). The project aims to enhance technical and management capacities and knowledge of the country on dairy development for improved nutritional status of the population. The project intends to increase the stakeholder’s capacity, knowledge and investments for the development and management of dairy buffalo by artificial insemination and increased production, processing and consumption of milk and dairy products. The project will be implemented in Viqueque municipality, where a Climate Smart Dairy Buffalo Resource Center (CSDBRC) will be established and operationalized. In addition to the activities for milk production and processing, the project also aims to develop National Dairy Development Policy and Strategy for the government.

International Dairy Buffalo Breeding and Management Specialist will work with International Program Coordinator of FAO Timor-Leste to establish good working coordination with the government counterparts such as Secretary of State of Livestock, DG Livestock and relevant directorate in the ministry of Agriculture, Livestock, Fisheries and Forestry (MALFF) to implement the project activities related to dairy buffalo breed development, and management.

Reporting Lines

International Dairy Buffalo Breeding and Management Specialist works under the direct supervision of and reports to the FAO Representative to Indonesia and Timor-Leste and in close coordination with International Program Coordinator, Assistant FAO Representative (Program) and International Dairy Buffalo Breeding Expert.

Technical Focus

International Dairy Buffalo Breeding and Management Specialist will provide technical supports in buffalo breeding program through artificial insemination (AI) through training, buffalo management, and inputs for sustainable implementation arrangements.

Task and Responsibilities

International Dairy Buffalo Breeding and Management Specialist will undertake the following specific functions in relation to the dairy buffalo development in Timor-Leste:

• Provide continuous technical guidance to support the operationalization of the CSDBRC

• Formulate the curriculums and training manuals on AI and reproductive management of buffalo (including heat detection, Artificial Insemination (AI), Pregnancy check and breeding management)

• Identification and procurement of inputs and equipment Semen Storage tanks, AI kits and other materials

• Conducting training on Artificial insemination and reproductive management of buffalo

• Support the work of the National Dairy Buffalo Development Specialist in identification of the appropriate fodder species, and cultivation of fodder, including silage making, balanced feeding practices and rationing for dairy buffalo

• Developed a dairy buffalo management reference manual for Timor-Leste, and training manuals for all AI and other provided by the project

• Support the development and provide input into of the National Dairy Development Policy/Strategy

• Advise knowledge management and contribute international best practices for manuals, SOPs, and training materials

• Perform any other duties.
