Result of Service The market profile of HCFC-based equipment and equipment depending on the alternatives determined, the inventory of HCFC-based equipment especially air conditioners and commercial HCFC-based equipment updated, and possible ways of reducing the current consumption of HCFCs identified in order to develop the HPMP Stage II project document for Saudi Arabia.

Work Location Home-Based with Field Travel

Expected duration 3 months

Duties and Responsibilities Under the direct supervision of the Montreal Protocol Regional Coordinator/ West Asia, the Consultant will carry-out, inter alia, the following duties and responsibilities: - To provide the technical support required and prepare reports on the market profile of HCFC-based equipment and equipment depending on the alternatives; update the inventory of HCFC-based equipment especially air conditioners and commercial HCFC-based equipment, and identify possible ways of reducing the current consumption of HCFCs.

Outputs:

1. Report prepared on the Market Profile of HCFC and alternatives-based equipment in Saudi Arabia Determine the market profile of HCFC-based equipment and equipment depending on the alternatives especially low GWP technologies which are ozone friendly through: - Review of available reports, data and statistics about imported/ produced equipment. - Interviews with selected representative number of concerned stakeholders (industry, importers, dealers and distributors, NOU, Chambers of Industry and Commerce and Customs, etc..).

2. Comprehensive assessment of the current regulatory and institutional framework in Saudi Arabia Review and analyse the current regulatory and institutional framework including the enforcement mechanism and capacity: - Review the active national regulation and policies. - Identify gaps and development needs taking into account the agreed commitments under the MP as well as other obligations based on decisions of the Executive Committee. - Prepare a comprehensive report with gap analysis and new policies and regulations required.

3. Facilitate Consultation workshop - Provide technical inputs and assist in organizing a stakeholder consultation workshop to: - Obtain Feedback on the current uses of HFCs and their applications and alternatives. - Identify possible ways of reducing the current consumption of HCFCs, taking into account the limitations with alternatives suitable for Saudi Arabia.

Qualifications/special skills University degree in Mechanical or Chemical Engineering, with a minimum of 10 years’ experience and knowledge related to Ozone Depleting Substances. Experience working with refrigerants and their different applications, HFC alternatives, handling flammable refrigerants. Experience in implementing Montreal Protocol Projects related to promoting and adopting long term alternatives especially in HAT countries. Excellent analytical skills in capturing the reviews and suggestions that will emerge from the interactive sessions with concerned stakeholders. Computer skills, report writing and using Excel.

Languages Fluency in English is required. Knowledge of other regional languages is an advantage.
