Result of Service

The main objective of this assignment is to incorporate the gender dimensions in all the parts of the documents and process to a technical review for four (4) AfCFTA impact assessment studies. The consultants will be paid according to the following deliverables: - 25% Reviewed Comoros AfCFTA impact assessment study - 25% Reviewed Djibouti AfCFTA impact assessment study - 25% Reviewed Senegal AfCFTA impact assessment study - 25% Reviewed Zambia AfCFTA impact assessment study

Duties and Responsibilities

DUTIES AND RESPONSIBILITIES I. Background The Subregional Office for Eastern Africa (SRO-EA) of the United Nations Economic Commission for Africa, in collaboration with the United Nations Conference on Trade and Development (UNCTAD), is supporting four African Least Developed Countries (LDCs) that are pre-qualified to graduate from LDC status, aiming to enhance their prospects of achieving graduation with momentum. In this context, SRO-EA has commissioned impact assessment studies on the African Continental Free Trade Area (AfCFTA) for the four beneficiary countries: Comoros, Djibouti, Senegal, and Zambia. To strengthen the robustness of these impact assessments, it is essential that each study incorporates the gender dimension in all parts of the documents i.e. both in the qualitative analysis and GTAP simulations. Additionally, a technical quality review is required to improve the draft studies in terms of both content and presentation. The consultants will, if necessary, restructure the overall framework of each study and include substantial, constructive gender-related recommendations before final publication. To achieve this, ECA SRO-EA will recruit two consultants, who will work under the direct supervision of the Regional Integration and AfCFTA Cluster of SRO-EA. Duties and responsibilities The principal duties and responsibilities of the consultants include: 1. Undertake a comprehensive desk review of the AfCFTA impact assessment studies, focusing on the form, analysis, and alignment with a gender-responsive analytical framework that disaggregates labor, capital, and household impacts by gender. 2. Review and assess the qualitative and simulation sections, verifying that gender-differentiated impacts on employment, wages, capital ownership, and household income are fully incorporated and consistent with the methodology in all the parts of the four documents. 3. Ensure the analysis is comprehensive and highlights how AfCFTA implementation may affect men and women differently, including impacts on employment, entrepreneurship, and household welfare. 4. Work closely with the drafters and relevant ECA staff to identify and incorporate necessary substantive changes, ensuring that the GTAP simulations are updated and gender-disaggregated data, analysis, and findings are fully integrated across all sections. 5. Edit the document thoroughly with the view to improving the language, formulation of sentences, and economic meaning of concepts. 6. Enhance policy relevance of the studies by ensuring that recommendations reflect gender-sensitive approaches to trade policy, inclusive economic growth, and the reduction of gender gaps in AfCFTA-related opportunities. The Consultants are aware of and agree to the fact that information received during the review is confidential and that it must remain so during and after the review.

Qualifications/special skills

Academic Qualifications: The Consultant is expected to have a Master's/post-graduate degree in economics, statistics or related areas, with emphasis on any of the following areas – data management, data analysis, econometrics, and related fields. A PhD is an advantage. A minimum of seven (7) years of professional experience working on integrating gender into simulation models international trade and economic policy, industrialisation or related area, is required. Prior experience working on trade modelisation and industrial policy is highly desirable. Experience working on the African Continent, particularly in the industrial project is highly desirable.
