Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Women’s leadership and political participation is one of UN Women’s primary areas of work as mandated in its inception, recognizing the integral role of women in strong and stable democratic processes. Through its Leadership and Governance section, UN Women works to implement Output 4 of the Entity’s Strategic Plan 2018-21 More women of all ages fully participate, lead and engage in political institutions and processes”.

To promote the leadership and participation of women in all levels of decision-making processes, UN Women works with a range of stakeholders including women leaders and aspiring candidates, national parliaments and parliamentarians, political parties, media, civil society organizations, and electoral management bodies, in coordination with UN partner Entities, through a wide range of interventions which include: i) support gender responsive legal reforms, and institutional processes to advance women’s participation and representation (including initiatives to address violence against women in politics); ii) build capacities of women leaders and aspiring candidates; iii) promote change of gender norms through advocacy and outreach initiatives targeting communities, political leaders and the media; iv) and support women leaders in gender responsive political institutions.

Rational

UN Women Pakistan County Office (PCO) has identified women’s political participation and representation in elected offices as a key priority within its current Strategic Note. In coordination with national institutions, UN partners and civil society, UN Women is seeking to undertake targeted interventions to increase women’s representation in decision making at all levels within the upcoming electoral cycle.

In October 2023, Pakistan will hold general elections. While local government elections are underway (December 2021 – 29 May 2022). Within this context, UN Women is seeking the services of a consultant to conduct a country needs assessment mission to identify gaps, key immediate priorities and outline a targeted road map to guide UN Women PCO’s programming on this area.

Under the supervision of the UN Women Country Representative in Pakistan, the international consultant will conduct a country assessment and develop a road map in alignment with UN Women PCO’s Strategic Note, and the UN electoral assistance framework.

Duties and Responsibilities

DUTIES AND RESPONSIBILITIES

Under the supervision of the UN Women Country Representative in Pakistan, the international consultant will undertake the following tasks:

Task 1: Home based desk review:

  • Consult main references, resources, country office documents and reports to provide input to UN Women Pakistan Country Office in preparation of the in-country mission.

Task 2: Conduct a needs assessment in-country:

The mission will include:

  • Stakeholder consultations with key partners including UN entities, Members of Parliament, civil society organizations, gender equality advocates, electoral stakeholders, academia, media representatives, key partners in the international assistance and diplomatic community; and relevant international and regional organizations, especially UNDP;
  • Hold a debriefing session to validate key mission findings and suggested areas of work with UN Women Pakistan Country Office and key stakeholders.

Task 3: Produce a mission report with detailed roadmap/workplan for UN Women PCO:

Based on the debriefing, produce: (1) a 10-page mission report; (2) a road-map/workplan to guide UN Women’s work, including in the following areas of interventions:

  • Gender mainstreaming on electoral management in line with the UN Needs Assessment Mission (NAM) recommendations
  • Capacity building of women leaders and aspiring women candidates;
  • Advocacy, and awareness raising on enhanced women political participation and promote women’s consideration as election candidates;
  • Prevention and mitigation of violence against women in elections;

Task 4: Provide strategic advisory services on women’s political participation and UN electoral assistance programming:

  • Oversee the implementation of UN Women’s work plan component on Women’s Political Participation in close coordination with the government, electoral stakeholders, partners and the United Nations Country Team, particularly with UNDP;
  • In close coordination with the Country Representative, lead UN Women’s technical support on gender mainstreaming into UN electoral assistance programming;
  • In coordination with UN Women Pakistan Country Office programme and monitoring and evaluation teams, ensure quality programme monitoring and reporting;
  • Undertake other programme activities in support of women’s political participation as required.

Task 5: Support women political leaders and partners on the ground with capacity building:

  • Oversees the planning and organisation of the Mentorship Programme, a capacity development initiative for aspiring women candidates and electable leaders;

PAYMENT

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.

Competencies

ROLES AND RESPONSIBILITIES OF THE PARTIES

UN Women will provide technical guidance and relevant documents where possible. The contractor shall be required to bear all the related costs and work independently to successfully achieve the end results.

The contractor will be responsible for following costs:

  • Professional fee must be quoted in lumpsum amount per deliverable. The lumpsum amount must be detailed of how professional fee of each team member is calculated.
  • Indirect costs such as printing, designing, stationeries, communications in relation to the scope of work of services must be included in the financial proposal.
  • Travel costs for technical team members of contractors: all envisaged travel costs such as most direct and most economic international and local travel, living allowance, accommodation, terminal expenses etc. must be included in the financial proposal. If there are changes in travel plans that may lead to amendments of travel costs (including tickets, lodging and terminal expenses), the contractor should notify UN Women prior to the travel date. Based on approval provided by UN Women, the relevant contract amendment procedures shall apply.

Required Skills and Experience

Q****UALIFICATIONS OF THE CONSULTANT

  • Master’s degree in gender studies, political science, international development studies, human rights, law, or other related field.
  • At least 7 years of experience integrating gender equality and political participation and representation; including proven experience integrating gender equality and electoral cycle, women’s political participation, and gender based electoral violence mitigation;
  • Sound knowledge of international standards on human rights, women’s rights and related instruments;
  • Experience with UN Intergovernmental processes including those related to women’s empowerment, gender mainstreaming and gender equality;
  • Experience working with multi-stakeholder organizations is essential: governments, CSOs, and the UN/ multilateral/bilateral institutions.
  • Experience in programme design and results-based management;
  • Experience with UN electoral assistance processes;
