Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Communications and Media Relations Section (COMMS) supports and advises the Secretary General and the OSCE Chairpersonship on their media and public relations activities and informs the public about the work of the OSCE. COMMS also serves as the focal point for public statements from OSCE Institutions and Field Operations. COMMS produces and disseminates press releases, information materials and regular publications, maintains the public website and the Organization’s social media presence and promotes the OSCE’s values, principles and work.

The OSCE website is developed and maintained as a corporate platform out of COMMS resources for the benefit of the entire organization. With 85 active content contributors/focal points across our Field Operations, Institutions and Secretariat Units, it is not only the front window of the organization, but its most used repository of institutional knowledge: its more than 120,000 documents and pages are consulted by nearly 3 million visitors every year.

The outdated technical platform of the website is currently being upgraded to a more modern system, to enable us to showcase the impact of OSCE activities in a modern, compelling way.

Objective of Assignment:

The objective of this roster call is to invite qualified candidates with Drupal and web development experience in general.

Once admitted to the roster, candidates will be considered for upcoming consultancies. Shortlisted candidates will be contacted regarding specific consultancies and requested to confirm their interest and availability. The final selection among short-listed candidates may involve interviews and a written test.

Duration of Assignment:

This is a roster call. Duration of the assignment depends on the tasks and deliverables assigned.

Tasks and Responsibilities:

Consultancy services will be required within the areas of expertise outlined below. Specific assignment related tasks, and number of days, will be further specified in the Terms of Reference. All tasks will be supervised by the OSCE Web Developer and the OSCE Information Architect. Assignment areas will include:

  1. Configurating and site building of Drupal (9 & 10) website components and modules;
  2. Developing and integrating new Drupal modules and workflows;
  3. Supporting the OSCE Web Developer with the content migration from a legacy Drupal website;
  4. Theming of new website components (Twig, SASS, JavaScript) based on given designs;
  5. Developing and definition of automated tests;
  6. Providing quality assurance and participating in quality improvement activities, such as performing code reviews and testing to verify that software meets specified requirements;
  7. Performing other related duties as assigned.

Deliverables:

Candidates are requested to indicate their area of expertise and number of years of experience in their application (cover letter). The expert might be hired in order to cover several tasks in the areas described above. Assignment-specific tasks and responsibilities and required level of expertise will be outlined in the terms of references shared with the candidates short-listed for a specific assignment.

Necessary Qualifications:

  • First-level university degree or equivalent diploma in computer science, information technology or software engineering;
  • A minimum of four years of professional experience in web application development and management of web technologies and content management systems (CMS);
  • A minimum of four years of experience working with Drupal CMS as a developer, with demonstrated participations in projects and/or contributions to the Drupal Open Source project;
  • Thorough knowledge of iterative and agile software engineering methods, software architecture, object-oriented design patterns and programming;
  • Experience with continuous integration and DevOps tools used for web development, such as Vagrant, Puppet or Docker;
  • Solid knowledge of front end development frameworks and tools used for Drupal theming, such as Twig, SASS and modern JavaScript Frameworks;
  • Excellent knowledge of core web technologies and languages, including PHP, JavaScript, HTML 5 and CSS;
  • Good knowledge of relational databases, such as MySQL, including database design and performance optimization;
  • Professional fluency in English with excellent communication (both oral and written) skills; knowledge of other OSCE working languages is an advantage;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
