Background:

The OSCE website is developed and maintained as a corporate platform out of the Communication and Media Relations Section (COMMS) resources for the benefit of the entire Organization. Since the last update of the OSCE web platform was done in 2014-2015, this project is introducing many areas of improvements, giving flexibility to the content contributors to showcase the impact of OSCE activities in a modern, compelling way.

The new website would bring increased understanding of the OSCE by its audiences, as well as creating stronger and more trustworthy image. In addition, this will give OSCE a website that is ready to support a major communication campaign in 2025, as well as easier publishing workflows for the executive structures.

Tasks and Responsibilities:

Under the general supervision of the Chief, Online Communications Unit the consultant oversees the daily work of the project team including project planning and communications with project stakeholders, as well as leading the visual redesign of the OSCE website and the rebuilding of its information architecture (hereby referred as User Experience design), in close coordination with colleagues in COMMS and key stakeholders across the entire OSCE.

1. Define project scope, objectives, and deliverables.

2. Manage changes to project scope, schedule, and budget, assessing their impact and communicating adjustments to the team and stakeholders.

3. Track project timelines and milestones, addressing delays and obstacles to keep the project on schedule.

4. Identify potential risks, develop mitigation strategies, and manage risks throughout the project lifecycle.

5. Manage the workflow and maintain comprehensive project documentation, including records of decisions, changes, and communication.

6. Coordinate overall team efforts, organizing progress meetings and fostering collaboration to achieve project goals.

As the User Experience (UX) Design Lead:

1. Information architecture: Design the structure and organization of website content for intuitive navigation and user experience.

2. Prototyping: Develop interactive prototypes and iterate based on stakeholder feedback and usability testing.

3. Ensure responsive design for various devices and screen sizes, maintaining a seamless user experience.

4. Create and maintain a design system, consisting of design fundamentals and components.

1. Curate visually appealing content, including header images, infographics, and icons, to enhance user engagement.

2. Usability testing: Conduct usability testing sessions and analyze results to make design improvements.

3. Accessibility: Collaborate with accessibility experts to ensure website design meets accessibility standards.

4. Stakeholder management: Communicate and justify design choices to stakeholders, aligning decisions with business goals.

5. Collaboration with the Development Team: Create design specifications and collaborate with developers to accurately implement the user interface.

6. Optimize images and multimedia for web use, considering performance and load times.

7. Ensure visual content aligns with brand guidelines and message, optimizing content presentation for clarity and appeal.

Deliverables:

- A detailed project plan, including timelines, milestones, tasks, roles and responsibilities.

- A task board to manage the daily work and weekly progress (using the project management tool Trello).

- A website repository to capture content delivered by OSCE stakeholders (using the content collaboration and management platform Confluence).

- A website documentation to capture and share concepts (using Confluence).

As the User Experience (UX) Design Lead:

- A design system, responsive page templates and prototypes (using the software Sketch and Zeplin).

- Web pages layouts / designs for various devices and screen sizes, ensuring a seamless experience across desktop, tablet, and mobile platforms.

- Design assets such as Icons, infographics and other visuals.

- Design templates for stakeholders and team members (using the software Adobe Photoshop).

  • Documentation of the design system and the assets, project tracking and communication among stakeholders and team members.
  • The Chief, Online Communications Unit will verify the performance of the Consultant and will certify whether the services have been successfully performed.

Necessary Qualifications:

  • University studies in information design, graphic arts or a related field;
    • Strong knowledge of HTML, CSS, responsive design, accessibility, mobile web apps;
    • 5+ years of relevant experience in web and online content design;
    • Ability to work with modern software (Sketch, Zeplin, Trello, Confluence, Adobe Creative Cloud);
    • Experience working collaboratively, effectively, and responsibly in a fast-paced environment;
    • Good knowledge of English; knowledge of other OSCE working languages would be an asset;
    • Demonstrated ability to design for the Drupal content management system (CMS);
    • Demonstrated ability to design for complex websites (100,000+ pages) and governmental or international organizations;
    • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds;

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
