Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States (pS) enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding, basis. The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Strategic Police Matters Unit of Translational Threats Department (TNTD/SPMU) at the Secretariat responds to requests from pS for specific expert advice on policing and police-related activities. Good policing has played a vital role in preventing conflict (particularly secondary conflicts), in preserving social stability during political crises, as well as in supporting the rehabilitation period following the end of conflict. Equally apparent is that without effective law enforcement and genuine respect for the rule of law and the institutions responsible for upholding it, there can be little likelihood of social, political or economic stability.

As part of its activities in the fight against cybercrime, TNTD/SPMU is implementing the OSCE Extra-Budgetary project no. 1102092 “Capacity Building on Combating Cybercrime in Central Asia”. The objective of this project is to build up training capacities of five OSCE pS in Central Asia, namely Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, to sustainably educate and train their police officers and prosecutors on various aspects of combating cybercrime. In the project’s first phase, which is now drawing to a close, TNTD/SPMU delivered a series of regional training courses on various topics related to combating cybercrime and donated IT equipment for training purposes to all five pS. The project is now moving to a next phase, in which TNTD/SPMU, in co-operation with law enforcement training institutions in all five pS, will be replicating the thematic training courses at the national level and assisting with development of national training curricula. The topics covered in training courses will include: handling digital evidence, introduction to Darkweb and virtual currencies, introduction to open-source intelligence (OSINT) and Internet investigations, and introduction to open-source digital forensics.

To this end, TNTD/SPMU is looking for experienced trainers in the field of cybercrime, particularly in the thematic areas mentioned above, to assist with delivery of national training courses across the region.

Objective of Assignment:

The objective of this roster call is to invite qualified candidates with knowledge and expertise in delivering training courses to law enforcement on various aspects of combating cybercrime (in particular, handling digital evidence, Darkweb and virtual currencies, OSINT and Internet investigations, open-source digital forensics) to join the OSCE roster of experts.

Once admitted to the roster, members will be considered for upcoming deliveries of training courses using the available course materials from the project’s first phase. Shortlisted members will be contacted regarding specific consultancies and requested to confirm their interest and availability. The roster admission might involve interviews and potentially also a written test.

Duration of Assignment:

This is a roster call. Duration of the assignment depends on the tasks and deliverables assigned.

Tasks and Responsibilities:

The OSCE is looking for professionals with demonstrated and in-depth expertise in delivering training courses to law enforcement on the following topics: handling digital evidence, Darkweb and virtual currencies, OSINT and Internet investigations, and open-source digital forensics.

Necessary Qualifications:

  • First-level university degree in computer science, information and communication technology, computer forensics, criminal law or related field, or specialized training in computer technology, cybersecurity or cybercrime with a professional certification;
  • Minimum of 6 years of professional experience working in digital forensics, cybercrime investigation or criminal investigation for a law enforcement agency;
  • Previous experience with teaching or delivering training courses on cybersecurity or cybercrime, especially for members of law enforcement;
  • Experience with teaching or delivering training courses on at least one of the following topics: handling digital evidence, Darkweb and virtual currencies, OSINT and Internet investigations, open-source digital forensics;
  • Previous experience with working for international organizations or international projects would be a distinct asset;
  • Professional fluency in English; professional fluency or working knowledge of Russian would be a distinct asset;
  • Previous experience of working with law enforcement or criminal justice actors in Central Asia would be a distinct asset;
  • Flexibility and ability to work under time pressure to meet tight deadlines;
  • Demonstrated gender awareness and sensitivity, an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
