Background:

The war in Ukraine is devastatingly impacting civilians and civilian infrastructures, with widespread destruction of housing, schools, medical facilities, and healthcare centers. According to the Ministry of Defence of Ukraine, since February 24, at least 140,000 residential buildings have been destroyed or damaged, and over 3.5 million people have lost their homes.

Nearly one-third of the population has been forced from their homes in Ukraine, making it one of the world's most significant human displacement crises today. Within Ukraine, over 17.6 million people need humanitarian assistance, including 6.3 million people internally displaced by the war .

The situation of people with disabilities, estimated to be around 2,7 million in Ukraine, is particularly dire. The inaccessibility of shelters and other safe spaces, coupled with the lack of accessible information, makes them highly vulnerable to the consequences of the conflict. Women with disabilities and unaccompanied children are reported to be at higher risk of sexual abuse, harassment, and family separation.

Despite bearing the brunt of the conflict, women in Ukraine have been at the forefront of humanitarian responses to the conflict-affected populations. However, gender dimensions of new and emerging security threats are still often overlooked and not adequately addressed.

State Emergency Service of Ukraine (SESU) is the backbone of the country's emergency response and works on various emergencies, ranging from humanitarian needs to the destruction of housing and infrastructure. It implements state policies in the domain of civil protection, protection of population and territories from emergencies, prevention of emergencies, rectification of emergency consequences, rescue work, fire extinguishing, fire and technogenic safety, accident rescue service activities, and hydrometeorology activities.

Moreover, SESU actively works on issues of gender equality. In 2021, SESU was the first security institution to conduct a gender assessment in cooperation with the office of UN WOMEN in Ukraine. More than 22% of women in total serve in SESU and work extensively with the consequences of military actions, including civilian citizens evacuation, provision of psychological support, distribution of humanitarian aid, and maintaining help points throughout the country, including frontline areas. Women hold 21% of leadership positions at SESU and, 332 women with disabilities work in the SESU system.

In 2022, the OSCE Secretariat Gender Issues Programme (GIP) received a request for assistance from the SESU Gender Unit in strengthening their effort to ensure gender-responsive and disability-inclusive humanitarian response in wartime and post-conflict settings.

Through its extra-budgetary WIN Project (WIN for women and men – strengthening comprehensive security through innovating and networking for gender equality), GIP will provide SESU with the expertise and operational tools they need to implement their commitments in the area of gender and disability-responsive humanitarian response through the capacity-building activities – Training of trainers (ToT) for the SESU personnel.

Objective of Assignment:

The expert or team of experts will be in charge of preparing and conducting ToT on applying gender-responsive and disability-inclusive principles in humanitarian response in the State Emergency Service of Ukraine.

The project will contribute to the realization of SDG 5 (Gender equality) and SDG 11 (Sustainable cities and communities)

Tasks and Responsibilities:

Under the supervision of the OSCE Secretariat Gender Issues Programme, the consultants will undertake the following activities:

  1. Develop a detailed work plan and timeline for the tasks below.
  2. Conduct desk research on identification of the gender-responsive and disability-inclusive international and national practices and standards for responding to natural and human induced disasters, with the specific focus on the armed conflict settings.
  3. Propose methodology and prepare the ToT materials, trainer guidance, and programme for SESU Gender Focal Points on strengthening gender-responsive and disability-inclusive humanitarian response in the SESU system in close cooperation with the GIP/WIN Project and SESU Gender Unit.
  4. Conduct and analyse pre-assessment of the ToT participants for understanding group knowledge level and managing training expectations. - Conduct two 4-days on-site trainings for the SESU Gender Focal points.
  5. Conduct post-training assessment and incorporate results to the final report.
  6. Develop detailed report on the ToT results, lessons learnt, and recommendations.
  7. Closely and timely coordinate work with the GIP/WIN Project representatives.

Necessary Qualifications:

  • Minimum a master's degree in relevant areas (Human rights, gender studies, social studies, political science or related field);
  • At least six years of working experience in the area of gender mainstreaming in the humanitarian response, and/or crisis or emergency management;
  • At least five years of proven experience of preparing training modules and conducting trainings;
  • Sound knowledge of applying gender-responsive and disability-inclusive principles in humanitarian response in various settings;
  • Proven research and analytical skills.
  • Flexibility and ability to meet deadlines;
  • Familiarity with the humanitarian situation and needs in Ukraine will be an asset;
  • Professional fluency and excellent drafting skills in English. Working knowledge of Ukrainian is an asset;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
  • Good communication skills, initiative, and problem-solving skills;
  • Computer literacy with knowledge of the Microsoft Office package and online meeting tools.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
