Background:

Over the past two years, and despite an increasingly complex operating environment, Women Civil Society Organizations (women-CSOs) have been at the forefront of the response to the COVID19 crisis and to the growing humanitarian crisis arising out of the military takeover of February 2021.

Women CSOs play a key role in enhancing community and citizen participation, while promoting democracy, good governance, and human rights. Strong, effective and empowered women-CSOs are a development outcome in itself, but – more importantly - they are also key actors in advancing the social, political, cultural and economic development for some of the most vulnerable and marginalized groups. In conflict and post-conflict settings, women CSOs have an especially important and difficult role to play in leading, participating in and influencing development programmes, humanitarian assistance and peacebuilding across the nexus.

Given the situation in Myanmar today, women CSOs have a more critical role than ever to advance gender equality and women’s empowerment in a way that shapes the services, norms, and practices to serve the most vulnerable women in the country.

Purpose of the service

This assignment is a home-based consultancy. The purpose of this consultancy is to undertake a needs assessment of women-CSO capacity strengthening needs, mapping service providers on CSO capacity development, and offer recommendations on the way forward by finalizing the Operationalization Plan for women-CSO strengthening as well as Women CSO Capacity Development Strategy (2022-2023) for the UN Women Myanmar office.

The consultant will be paid against completion of each satisfactory deliverable after it has been reviewed and certified by the UN Women’s Head of Programmes/Deputy Country Representative and in accordance with UN Women policies and regulations.

The consultant will build its work on UN Women Myanmar’s ongoing efforts on CSO strengthening to date and take stock of the progress in this area under the various programmes of the country office.

Duties and Responsibilities

The consultant will work with the UN Women Myanmar under the guidance of the Programme Specialist leading the country office work on participation in consultation with other relevant programmes and projects teams.

The consultant will be expected to deliver on three deliverables:

  • Deliverable 1: Assessment of the main capacity development needs of women CSOs in terms of their ability to implement programing aimed at advancing gender equality and the empowerment of women and girls in Myanmar in the current humanitarian, human rights and political crisis context.

  • Deliverable 2: Mapping of CSO capacity development providers and resources available in Myanmar and of the tools available within UN Women globally in the areas of the needs identified in Deliverable 1.

  • Deliverable 3: Finalize the recommendations and an Operationalization Plan as well as the Women-CSO Capacity Development Strategy (2022-2023) for the UN Women Myanmar Office.

In accordance with UN Women guidelines, the consultant will work to:

Deliverable 1:

  • Conduct desk review of existing documents/assessments on CSO capacity and design methodology that is complementary to capacity assessments led under the joint UN Women/UNFPA CERF project.
  • Conduct a capacity assessment of UN Women Myanmar’s current CSO partners as well as of selected women-led organizations (WLO) and women rights organizations (WRO) working across the HDP nexus, with a view to identifying common needs. The capacity assessment will be conducted through data collection, stakeholder consultation/interviews, and focus group discussions. The selection of the WLOs and WROs for assessment will be done in close consultation with UN Women. (Note that the capacity assessment process should be done in a consultative, constructive and participatory manner. The exercise should reinforce existing strengths and identify opportunities for growth without it being felt as an “external audit”.)
  • Develop a comprehensive report that presents a systematic and synthesized assessment of findings and provides strategic recommendations to feed into the elaboration of an Operationalization Plan and enable finalization of the CSO Capacity Development Strategy (deliverable 3 below).
  • Hold debriefing session(s) for UN Women and present the findings of the women-CSO capacity assessment. The sessions will serve to help validate the analysis and provide a forum to elicit feedback to shape the next steps in the consultancy.

Deliverable 2:

  • Conduct a mapping of the existing actors and service providers of CSO capacity development in Myanmar in the areas of the capacity needs identified. The mapping should take account the quality or comprehensiveness of the service provided, the modality of capacity development (eg. training or mentoring or other type of support), accessibility, relevant experience, gender expertise, and price of service. Actors that might be considered include, but are not limited to, the INGO Forum, other UN agencies, other INGOs, local NGOs. Map and gather internal UN Women global resources on capacity development of CSOs relevant to the needs identified.
  • Hold debriefing session(s) for UN Women and present the mapping of CSO capacity development providers. The sessions will serve to help validate the analysis and provide a forum to elicit feedback to shape the next steps in the consultancy.

Deliverable 3:

  • Formulate the recommendations for women-CSO capacity development and an Operationalization Plan based on the findings from Deliverables 1 and 2.
  • Present the recommendations and Operationalization Plan to UN Women for feedback and internal validation.
  • Update the draft UN Women Myanmar’s Women-CSO Capacity Development Strategy (2022-2023) to bring it into alignment with the recommendations and Operationalization Plan.
  • Conduct a validation workshop of the Operationalization Plan as well as the Women CSO Capacity Development Strategy with CSOs.
  • Revise and finalize the Operationalization Plan as well as the Women CSO Capacity Development Strategy after reflecting the feedback received from UN Women and CSO stakeholders.No

Qualifications

Education

  • Master's degree in in social sciences with a focus on peace and conflict studies, international relations, political science, development studies, gender studies or a related field, OR
  • Bachelor degree in a relevant academic field and 7 years of relevant work experience with at least 4 focused on peacebuilding and conflict prevention, humanitarian assistance.

Experience

  • At least 5 years of relevant experience with focus in crisis-affected countries and gender.
  • Proven experience working with CSOs in gender and humanitarian assistance, conflict prevention or peacebuilding, and leading stakeholder consultation processes
  • Demonstrated professional work experience and expertise in Myanmar.

  • Proven report-writing, and research experience, with the ability to present recommendations supported by findings gathered through desk review, interviews and focus group discussions.

  • Fluency in English is required.

Evaluation

Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the financial component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Financial proposal: the financial proposal shall specify a lump sum amount breaking down the professional fee for each deliverable and travel related cost, if necessary (i.e. round-trip airfare from consultant original country to the field locations, and visa fees).
