UNICEF Albania, as part of a project supported by Italian Government and in collaboration with the Ministry of Education and Sports, the Ministry of Finance and Economy and the Ministry of Youth and Children is seeking an international consultant for the development of a career guidance programme that will be used for supporting adolescents and youth.

More in details the scope of the work will include:

  • Develop an inception report that includes situation in Albania and best practices internationally regarding career orientation in school.
  • Developing a career guidance framework for schools in Albania serving adolescents and youth in two points of their decision-making towards education and career paths in a) compulsory education, 2) lower secondary education including VET schools.

The work will be conducted in close cooperation with UNICEF, an international consultant, and partners.

How can you make a difference?

The consultant will be responsible for the below deliverables and tasks:

Deliverable 1. An inception report developed (12 working days) - to be completed within May 2022

Tasks:

  • Desk review of the most important national and international best practices/models on career guidance in schools. (UNICEF will provide a report on career guidance in schools to inform the work of the international consultant)
  • Deliver a report with detailed action plan, methodology for the work as well as the summary of findings and recommendations based on the desk work from Albania and internationally

Deliverable 2. Organize meetings with UNICEF and other relevant local partners to discuss on the best practices with regard to the career guidance and assess the needs of the career guidance of adolescents and youth in Albania. (15 working days) - to be completed within June-July 2022

Tasks:

  • Organize meetings with UNICEF and other line Ministries of to discuss on the career development, opportunities, institutional framework.
  • Conduct focus group discussions with schools, local employment offices etc
  • Conduct key informant interviews with the main actors.
  • Conduct a round table (organized by UNICEF) to present the viable models
  • Deliver a report to UNICEF with the model of the Career Guidance Framework for Albania

Deliverable 3. The preparation of draft on a career guidance framework. (40 working days)- to be completed within August-September 2022

Tasks

  • Develop and share the first draft of the career guidance framework with UNICEF and the main partner’s and consolidate feedback.
  • Submit to UNICEF a final report and the final framework on the career guidance.
  • An overall description of the career guidance in schools in Albania, model, scope, objectives, strategies
  • Roles and responsibilities in implementing the model by different actors (who does what)
  • A training methodology for career counselors in schools (school psychologist, social worker, home room teacher’s tbc)
  • Tools to be used to assess career orientation
  • Information package for school aged young people to use (as self-paced learning)[1] orienting them towards schools or job market as well as info on parents how to help their children make their choices.
  • (Equity lens should be included in materials prepared)

Deliverable 4. Training of trainers delivered on the developed career guidance framework - 12 working days

Tasks:

  • Preparation of the agenda on the training
  • Preparation of the training materials PPP, working sheets, pre-post assessment
  • Deliver a 3 day training with the main stakeholders

Deliverable 5. Mentoring and working with the school’s post training - 10 working days (to be completed within January-March 2023)

Tasks:

  • Provide 5 mentoring sessions online for teachers
  • Visit Albania, observe schools and provide feedback to improve the experience

To qualify as an advocate for every child you will have:

  • Advanced university degree (Master’s level or higher, preferably a PhD) in career counselling, education, or any other social science field.
  • Proficiency in English (spoken and written) is required.
  • Demonstrated capacity and up to 10 years of experience in conducting career guidance programming and curriculum development
  • Experience in delivering training of trainers in career guidance based on developed framework.
  • Experience in youth will be an advantage
  • Very motivated to achieve the work objectives and collaboratively working

What to submit:

  • Previous work conducted in this area of expertise including links, samples of work
  • A concept paper (not longer than 2 pages) providing the consultant's methodology, references, plan for conducting this consultancy
  • Fee per day in USD (as well as an all-inclusive travel offer for two travels in Albania during May-June 2022 and February-March 2023)

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
