Purpose of Activity/Assignment:

There are a lot of gaps and challenges affecting child well-being due to the lack of professional capacities and budget resources needed to provide essential social services to children and their families in Abkhazia. Despite the progress made in recent years, the child protection system is still weak. Moreover, many issues remain unrecognized and awareness on child rights is quite limited among professionals, communities, parents and children. Although the authorities in Abkhazia recognize their responsibility to ensure the welfare of children and protection of child rights, there is a narrow understanding of the notion of "best interest of the child". Child rights education is not developed in Abkhazia..

In view of the above, UNICEF intends to support the development and piloting of a child's rights course at the Abkhaz State University. At the same time, UNICEF will support the establishment of a university-based resource center for child's rights education. In parallel, child's rights training will be conducted for a group of interested practitioners, including social workers, psychologists, lawyers, journalists, representatives of local NGOs and faith-based organizations and other professionals, with the aim to deepen their knowledge and strengthen advocacy skills with regard to child's rights.

Scope of Work:

UNICEF seeks to engage an international consultant to develop and support to the implementation of a pilot academic course on child's rights for the Abkhaz State University. This will be accomplished in close cooperation with UNICEF's Sukhumi Field Office, the Abkhaz State University professors and other relevant stakeholders in Abkhazia. The consultant is also expected to design a capacity building programme and deliver a practical training on child's rights for a group of interested practitioners.

Develop child's rights curriculum and teaching materials for the Abkhaz State University

In close cooperation with UNICEF's Sukhumi Field Office and the Abkhaz State University professors, the consultant is expected to develop a curriculum for the child's rights course at the Abkhaz State University. The curriculum should outline topics to be covered, detailed plan of learning activities as well as suggested reading materials and guidelines for the teacher. Also, a set of teaching materials should be developed as part of the task, including Power Point presentations for each training module.

Basic elements of the curriculum shall be in line with international best practices regarding human rights and the rights of the child in a historical perspective, international instruments on the rights of the child and modern approaches to the protection of the rights of the child. The course programme and materials should include localized content and cover contextualized topics, such as an overview of the child protection system in Abkhazia, child well-being issues in Abkhazia, etc.

Overall, the course (72 academic hours) should lay the groundwork for developing child's right education in Abkhazia and deepen students' knowledge and understanding of child's rights, allowing them to take into account the interests of the child in various fields of their future professional activity.

Support the local university teacher to prepare for and deliver the child's rights course

The consultant will support the designated local university teacher to prepare for and deliver the child's rights course. This will include the provision of consultations and recommendations to the local teacher. The consultant will also provide guest sessions to support the course.

The university course is planned to be launched and completed during the second semester of the 2021/2022 academic year. According to the preliminarily agreed schedule with the university, it will be delivered through lectures (2 academic hours per lecture) to be conducted once a week during one semester.

Develop child's rights training programme and materials for practitioners

The consultant will prepare a training programme and materials on child's rights for a group of interested practitioners, including lawyers, social workers, psychologists, journalists, local NGO representatives and other professionals. The materials developed for the academic programme for the University can be used as a base. However, it should be enhanced and adjusted to have a practically-oriented focus and meet the needs of professionals working in the relevant field. Upon the completion of the training, participants should be aware of the origins of child protection in international human rights law; know how to analyze child protection issues; understand the diversity of stakeholders involved in child protection and the responsibilities of the authorities in upholding child rights; demonstrate the ability to align child rights with parents' rights and responsibilities; learn the basics of protection of children in conflict or in contact with the law; demonstrate the ability to advocate for schools that respect children's rights; demonstrate the ability to advocate for community-based approaches to the provision of basic health, social and other types of services to children, including to the most vulnerable.

Overall, the training (up to 12 training days) should increase knowledge and strengthen advocacy skills of participants with regard to the protection of child's rights.

Conduct child's rights training for practitioners

The consultant is expected to deliver the child's rights training for a group of practitioners in accordance with the newly developed capacity building programme prepared by the consultant.

The schedule of training activities will be coordinated between the consultants, UNICEF and a group of participants.

Most of the tasks under the consultancy will be implemented remotely. Trips to Abkhazia might be considered depending on the situation with COVID-19 and entry procedures. In case of travel, details will be coordinated with the consultants and amendments to the TOR and contract will be made accordingly.

Duration: From 25 August 2021 to 30 June 2022. Number of working days 40.

Location: Home based.

Travel: Most of the tasks under the consultancy will be implemented remotely. Trips to Abkhazia might be considered depending on the situation with COVID-19 and entry procedures. In case of travel, details will be coordinated with the consultants and amendments to the TOR and contract will be made accordingly.

Knowledge/Expertise/Skills required:

Advanced university degree in human rights, child's rights or related technical field;

At least 8 years' experience working in the field of child's rights and advocacy;

Proven experience in developing and delivering trainings; relevant experience of work with UN will be an asset;

Deep understand of child's rights as well as child protection system and services;

Exceptional communication and training skills;

Good knowledge of English; ability to deliver training in Russian will be an asset.

Individuals engaged under a consultancy or individual contract will not be considered "staff members" under the Staff Regulations and Rules of the United Nations and UNICEF's policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
