Purpose of Activity/Assignment

The purpose of this assignment is to provide support to the Faculty of Social Science, Department of Social Work and Social Policy to conduct a comprehensive national-level assessment of national capacities and demand for SBCC (Social and Behaviour Change Communication), to provide insight into the current situation of communication for social & behavior change in Albania. The assessment will be developed in collaboration with an academic team of the Department of Social Work and Social Policy, University of Tirana.

Scope of Work: The International Consultant will offer her/his expertise by supporting the University of Tirana’ academic team, in the below components through key purpose and objectives:

Component 1 – Design and develop a Communication for social & behavior change methodology framework that will guide and orient the assessment of national capacities and demand for SBCC with regard to communication initiatives, stakeholders, and key audiences, including both, traditional and digital communications. During this phase the expert will assist the team to develop the methodology framework and instruments/tools. Component 2 – Data validation and consolidation of Communication for social & behavior change Consultation processes. Component 3 – Design and develop an action plan to address the findings and recommendations of the assessment exercise. The International Consultant will work closely together with the Faculty of Social Science, Department of Social Work and Social Policy academic team, to complete and achieve the above Components programmed to be delivered in total of up to 50 working days. The international consultant will bring in international best practices and his/her international experience to conduct such assignment.

Work Assignment Overview

Task(s) / Milestone(s) 1: The methodology should provide specific information and details, including, but not limited to, the following: a) Inception report b) Methodology approach c) Methodology instruments, d) Data collection mechanisms, e) Engaging stakeholders, f) Setting scope and questions, g) Setting inclusion/ exclusion criteria, h) other as relevant Assessment methodology should address the following elements, but not limited to: a) Type of CSBC activities, b) Impact related components, c) Resource constraints and needs d) Systems strengths/ weaknesses e) Indicators to demonstrate and measure change Also, during this period, the consultant will travel to Tirana, Albania to conduct meetings with the University of Tirana, and UNICEF team (5 working days mission to Tirana, Albania) Deliverable - Design the assessment methodology on national capacities and demand for SBCC in support of the field work Timeline – October 2022 Estimated working days – 15 working days

Task(s) / Milestone(s) 2: The Report outline should cover at least these main sections: a) Introduction b) Main report body c) Findings and recommendations, with regards to type of activities that can help to complement existing and new behavior change activities. For each section, orientation elements should be provided. Continuous support to the academic team to finalize the report. Deliverable - In close collaboration with the Faculty of Social Sciences, that will conduct the assessment exercise, support the Faculty to design the final Report outline and offer advice & input to finalizing the final report Timeline – December 2022 Estimated working days – 5 working days

Task(s) / Milestone(s) 5: Develop an Action Plan / Strategy to address the findings and recommendations of the assessment exercise. Submit the first draft for review by UNICEF team. Incorporate the feedback given by UNICEF team. Deliver the final draft Deliverable – Action plan Timeline – April 2023 Estimated working days – 20 working days

To qualify as an advocate for every child you will have… • Advanced University Degree (PhD or higher) in social & behaviour change communication, sociology, anthropology, social sciences, psychology, monitoring and evaluation, or other relevant technical field and disciplines; • Excellent spoken & written English is required • A minimum of 10 (ten) years of progressively responsible professional experience and demonstrated track record, in one or more of the following areas is required: research and analysis on the field of SBCC, SBCC planning and strategy development, or SBCC capacity building. • Proven experience in strategy development, SBCC capacity assessment; designing, implementing, managing and delivering result-based programs / projects with a focus on SBCC or any other similar cross cutting programme. • Previous relevant experience with UNICEF, United Nations agencies, international cooperation agencies or government institutions is considered an asset.
