Background

Angola joined the international community and more than 150 world leaders during the 70th UN General Assembly (UNGA), held on 25 September 2015, when the 2030 Agenda for Sustainable Development was adopted. The 17 objectives comprise 169 goals and 244 indicators of the SDGs and integrate three dimensions of sustainability - social, economic and environmental.

In addition, the development agenda emphasizes not to leave anyone behind and in the eradication of poverty; and opens space to forge a new global partnership based on the spirit of solidarity, cooperation and mutual responsibility; puts people at the center of development in order to have a fair, equitable and inclusive world in promoting sustained and inclusive economic growth; and takes action on climate change and the environment, among others.

In addition, the development agenda emphasizes not leaving anyone behind and ending poverty; there is also a need to forge a new global partnership based on the spirit of solidarity, cooperation and mutual responsibility; puts people at the center of development in order to have a fair, equitable and inclusive world in promoting sustainable and inclusive economic growth; and takes action on climate change and the environment, among others

The 2018-2022 PDN has an integration with the SDGs of around 60% and this includes 70 programs, of which 30 are aimed at combating poverty and covering, despite some imbalance, the total of the 17 SDGs.

A Rapid Integrated Assessment (RIA) conducted by the United Nations in 2018 revealed that NDP programs are aligned with 78 SDGs targets, out of a total of 150 SDGs targets considered relevant to Angola, representing a global alignment of 52%. Thus, the alignment assessment in Angola was based on 150 of the 169 SDG targets.

Angola prioritized 3 medium-term objectives, namely: Objective 1: End poverty in all its forms everywhere, stressing the continued importance that the NDP attaches to poverty reduction and change beyond income poverty to addressing issues about multidimensional poverty, social protection and vulnerability of the most disadvantageous groups , Objective 13: Take urgent measures to combat climate change and its impacts, maintaining Angola's commitment to the global community to reduce carbon emissions at all times, and Objective 15: Objective 15: Protect, restore and promote the sustainable use of terrestrial ecosystems, manage forests in a sustainable manner, combat desertification, stop and reverse land degradation and stop the loss of biodiversity.

According to Agenda 2030, paragraph 72, Angola is committed not only to the implementation of the SDGs, but also to the implementation of a "robust, effective, participatory, transparent and integrated National Progress Review" and, for this purpose, is preparing the first National Voluntary Report (NVR) to be presented in 2021 during the UN High Level Political Forum (HLPF) of the UN Economic and Social Council on Sustainable Development.

As an important process and contribution to the NVR in ECOSOC HLPF 2021, it intends to conduct a national review on the implementation of the SDGs and identify lessons learned to accelerate the implementation of the 2030 Agenda.

National Report on the SDDs is a key instrument of the national review process. The report will be able to identify gaps in the implementation of the SDGs, including data and strategies, as well as policy challenges, compensation and emerging global, regional and national issues. The report should not only describe the trends of the indicators; should also analyze the underlying causes of trends and offer policy suggestions to overcome obstacles and address emerging challenges.

The International Consultant will support the Internal Platform Technical Group (GTIP) and lead the thematic working groups in close collaboration with coordinators to efficiently and effectively manage the activities necessary for elaboration of the high-quality NVR to be presented at HLPF I 2021.

Duties and Responsibilities

The general objective of this consultancy is to support the Internal Platform Technical Group (GTIP) in preparation of the National Voluntary Report (RNV) on the SDGs.

Scope of work:

The international consultant should support and advise the Internal Platform Technical Group (GTIP) in leading a consultative, participatory and elaborative process under the guidance of the GTIP. The scope of the work includes the following:

  • SDDs and the development context of Angola strengths, weaknesses opportunities and challenges;
  • Policy and conducive environment
  • Situation of the integration of the SDGs into the National Development Plan
  • Progress Tracking: Status, Issues and Challenges in Monitoring
  • Implementation: Opportunities and Challenges
  • Means of Implementation
  • Recommendation on the way forward

    Consulting Products:

The international consultant will produce the results mentioned below under the coordination of The Platform's Internal Technical Group - OSD (GTIP):

  1. Action Work Plan: this should include the organisation of a concise time frame of 6 interleaved months with activities, supporting of workshops, detailed actions, schedule, as well as a set of recommendations for achieving the proposed objectives;
  2. Methodology: Produce tools and guidance to facilitate the participation of actors and multiple interested sectors to produce basic information for the preparation of the preliminary structure of the NVN;
  3. Presentation of the preliminary draft of the NVR to the Internal Technical Group of the Platform - OSD (GTIP) for review and comments.

  5. Presentations, in Power Point, on the themes inserted in the RNV 2020 to be presented the National Platform on the SDGs, after approval of the GTIP.

  • Excellent writing, analysis and communication skills demonstrated by a list of publications/presentations.

Required Skills and Experience

Education:

  • Master's degree in areas of sustainable development, development policy, economics, natural resources or any other relevant field.

Experience:

  • At least 10 years of experience with strategy development, policy support, monitoring and evaluation, technical operations in areas of sustainable development.
  • Proven experience in advising government and/or development partners and including the United Nations System on sustainable development policy.

Languages requirements:

  • Domains of Portuguese and English as means of communication and writing.

Duration and Report:

The consultancy will last for 6 months from November 2, 2020. The consultant will report to the GTIP (GC). Consultant will report or provide weekly updates on the progress made to the GTIP. In a situation where the consultant needs to provinces, the fees will be adjusted accordingly on the basis of a fixed amount in practice in the United Nations

GTIP together with the Secretariat will support the International Consultant in organizing consultative meetings and providing office space and facilitate in accessing key documents and reports that will be useful in preparing for the Voluntary National Review report in 2020.

Proposal for voluntary common report guidelines for Voluntary National Assessments in THE HLPF, as presented in the annex to the Secretary-General's report on critical milestones for coherent, efficient and inclusive monitoring and review at the global level.

Evaluation process:

Applicants are assessed on the basis of the required skills and experience mentioned above and on the basis of the technical assessment criteria described below. Candidates will be evaluated based on the accumulated score. When using this weighted scoring method, the contract will be awarded to the Individual Consultant whose offer has been assessed and determined as:

  • Be responsive / compatible / acceptable; and
  • Having received the highest score from a predetermined set of weighted technical and financial criteria specific to the application, where technical criteria weigh 70% and Financial criteria / proposal weigh 30%.
  • Technical evaluation - Total of 70% (700 points):

    • Criterion 1: Educational qualification and work experience in relevant areas related to strategy development, policy support, monitoring and evaluation, technical operations in areas of sustainable development: Weight = 15%; Maximum points: 150;
    • Criterion 2: Proven capacity for inter-ministerial coordination and cooperation and information sharing between government agencies and the private sector and civil society; : Weight = 30%; Maximum points: 300
    • Criterion 3: Proven experience in advising the government and / or development partner and the United Nations System on sustainable development policy; Strong ability to analyze policies, regulatory frameworks, barriers and the like, related to sectoral sustainable development approaches: Weight = 15%; Maximum points: 150;
    • **Criterion 4****: Excellent writing, analysis and communication skills demonstrated by a list of publications / presentations; : Weight = 10%; Maximum points: 100.
  • Financial criteria: (30% of the total assessment) based on the total inclusive value of the professional fee for the tasks specified in this announcement.

  • After analyzing the applications received, UNDP will invite the pre-three / four candidates selected for interview. Please note that only selected candidates will be contacted.
  • Candidates who obtain a minimum of 70% (49 points) of the maximum points obtained for the technical criteria (70 points) must be considered for the financial evaluation.
  • Financial Evaluation - Total 30% (30 points)
  • The following formula will be used to evaluate the financial proposal:

z = price of the proposal being evaluated

Contract Award:

  • The candidate who obtains the highest combined scores in the combined score of the Technical-Financial assessment will be considered technically qualified and will be offered to enter into a contract with UNDP.

Request procedure:

  • The application must contain the following (to be loaded as a file):
  • A cover letter with a brief description of why the candidate considers himself the most suitable for the task; and a summary of the understanding of the Term of Reference (ToR)
  • • Form P11 completed and personal CV, indicating all past experience of similar consultancy and specifying the relevant assignment period (from / to), as well as the contact details by email and telephone of at least two (2) professional references;
  • Methodology and schedule
  • Selected candidates (ONLY) will be asked to submit a Financial Proposal.
  • The financial proposal must specify a daily all-inclusive fee (based on a 7-hour business day - lunchtime is not included - and is estimated to be 21.75 days per month).
  • The financial proposal must be comprehensive and take into account several expenses that will be incurred during the contract, including: the professional's daily fee; (excluding mission trips); life allowances at the service station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to working in difficult and dangerous conditions (for example, personal safety needs, etc.), when applicable; and any other relevant expenses related to the performance of the services under the contract.
  • In the case of unpredictable travel requested by UNDP, payment of travel expenses, including tickets, accommodation and terminal expenses, must be agreed between UNDP and the Individual Consultant (CI) prior to travel and will be reimbursed. In general, UNDP should not accept travel costs that exceed those of an economy class ticket. If CI wishes to travel in a higher class, it must do so using its own resources.
