1. AREA OF EXPERTISE

International consultant to support the development of the National in-service training packages (curriculum) for Infection prevention and control.

2. PURPOSE OF CONSULTANCY

The overall objective of the consultancy is to provide technical assistance and guidance to the MOH in developing the IPC packages and in-service training curriculum for health workers based on WHO latest evidence-based recommendations.

3. BACKGROUND

Disease outbreaks have demonstrated how epidemic-prone pathogens can spread rapidly through health care facilities, communities, and across borders. This has highlighted the significant gaps and inefficiencies in the implementation of infection prevention and control measures, and it has exposed the need to maintain essential health services while ensuring the safety of both patients and health care workers. In response, WHO AFRO developed guidelines for minimum requirements for IPC programmes to implement sustainable IPC programmes in accordance with the core components of IPC based on the WHO guidelines on minimum requirements focusing on the first 3 core components of IPC (IPC programmes, National and facility level IPC guidelines, IPC education and training).

4. DELIVERABLES

The consultant will:

1. Produce and present an inception report within one week of signing of the contract

2. Complete a desk review of existing literature, documentations, and reports to understand local context that will serve as a benchmark for curriculum development.

3. Conduct a stakeholders consultative meeting to further inform the desk review of baseline assessment.

4. Produce a report of consultation meetings with stakeholder’s recommendations for inclusion in the training packages.

5. Produce IPC Training packages for professional and support staff (Basic IPC for support personnel, Basic IPC for health professionals, and Advanced general clinical IPC for IPC focal points).

6. Produce a facilitators manual in line with WHO recommendations for IPC packages.

7. Validate draft training packages with stakeholders.

8. Produce a final report on the development of the IPC training packages.

9. Prepare a Slide presentation of the packages to MOH and WHO.

5. QUALIFICATIONS, EXPERIENCE, SKILLS AND LANGUAGES

Educational Qualifications

Essential: Master of Public Health or any advanced health-related degree.

Essential: Post-graduate specialization qualification in IPC

Experience

Essential:

7 years’ minimum professional experience in evaluation, review, and development of training material

7 years’ minimum technical experience in IPC implementation at country level

Skills / Knowledge

Essential:

Sound knowledge and experience with national IPC programming.

Excellent analytic and writing skills

Very good writing, presentation, documentation, and data analysis skills.

IT skills (Basic Excel, Word, PowerPoint)

Excellent command of MS-Office

Languages and level required

Essential: Expert knowledge of English

6. LOCATION

Mbabane, Eswatini.

7. TRAVEL

The Consultant is expected to travel to Eswatini for the duration of the Consultancy from October 2023.

8. REMUNERATION

Scale: Band B P4

Monthly Rate: $8500/month

Currency: USD

Applicable DSA (daily subsistence allowance)

Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW).
