Background

Women’s economic empowerment is one of the key pillars of UN Women’s work in Timor-Leste and establishing the proper environment for advancing their economic engagement is essential in achieving gender equality and women’s empowerment commitments.

The Government in Timor-Leste, in response to the COVID-19 pandemic, has taken a variety of measures to reduce the spread of the virus and minimize its socio-economic impacts. This has included the State of Emergency as well as a set of actions, including a COVID-19 Fund, an economic plan and package of measures across eight main areas, including distribution of essential goods, credit lines, tax exemptions and subsidies for citizens through a monetary support programme for low-income families. As many countries have experienced, the socio-economic impacts of the COVID-19 crisis have gender dimensions that affect women and girls disproportionately given the pre-existing inequalities and discrimination they faced within their homes, in their places or work and institutions, and within communities at large

Duties and Responsibilities

UN Women is seeking a consultant to manage, oversee, guide UN Women’s work on GRB, which also includes provides technical guidance and support for assessing policies and developing recommendations to enhance access to social protection schemes, formulating policy recommendations for vulnerable groups such as people with disabilities, especially women with disabilities.

Scope of work/ Duties and Responsibility

Under the overall guidance of the Head of Office and direct supervision of the UN Women Programme Specialist, EVAWG and WEE and close coordination with National Programme Officer, WEE the Consultant will work to:

Task 1: Support the assesment of existing social protection policies, mechanisms and schemes on social protection and economic and livelihood opportunities for vulnerable groups, especially for women with disability

  1. Develop guidelines for the CSO partner for accessing existing social protection policies and mechanisms on social protection schemes as well as economic and livelihood opportunities for vulnerable groups, especially for women with disability
  2. Advice and technical support the CSO partner in analyzing and identifying gaps of the existing policies, mechanism and schemes, particularly from the Ministry of social solidarity and Inclusion (MSSI) and the relevant line ministries on social protection to support vulnerable groups, especially women with disabilities
  3. Review and provide feedback of the CSO partner’s analysis report on the existing policies, gaps for the vulnerable groups in accessing social protection schemes and economic and livelihood opportunities
  4. Support the development of the workshop concept note and recommend list of stakeholders to participate in the validation workshops
  5. Prepare presentation materials and being a resource person as needed for the validation workshop organized by the CSO partner

Task 2: Support the development of policy recommendations to enhance social protection policies, mechanisms and schemes on social protection and economic and livelihood opportunities for vulnerable groups, especially for women with disability

    1. Provide technical support and guidance, including to the CSO partner to develop policy recommendations for the relevant government institutions and other stakeholders to ensure vulnerable groups, especially women with disabilities, have access to social protection schemes, including in the context of emergency response, to improve their socio-economic situation
    2. Provide strategic guidance and advice, om identifying critical actors for implementing this project including relevant government institutions and stakeholders for sharing recommendations including MSSI and the relevant line ministries to enhance the inclusiveness of venerable groups in their social protection schemes for vulnerable groups, especially for women with disabilities
    3. Provide technical support and feedback for the CSO partner’s capacity building plan for the targeted Civil Society Organizations to enhance inclusive social protection schemes and gender equality commitment such as Maubisse Declaration II
    4. Support the CSO in preparation of the training materials and being a resource person as needed for the capacity building session for Civil Society Organizations on the rights of people with disabilities and monitoring the Timor-Leste social protection schemes and gender equality commitments to improve women with disabilities economic empowerment.
    5. Provide technical support and feedback for recommendations/ advocacy messages to Civil Society Organizations to advocate for women and girls with disabilities rights accessing to social protection schemes and participation in economic opportunities.
  1. Duration of the assignment

The duration of the assignment is up 40 working days over three months. The consultant is expected to commence work in October 2021 and complete their assignment by 31 December 2021.

  1. A concept note of the meeting with a recommended list of the relevant stakeholders ( 5 pages, the list of stakeholders can be added as annexes)

1.4. Support the development of the workshop concept note and recommend a list of stakeholders to participate in the validation workshops

  1. The report detailing technical support provided for validation workshops, recommendations for improving the organization of a workshop for the CSO partner ( 5 pages with a presentation and training materials)

1.5. Prepare presentation materials and being a resource person as needed for the validation workshop organized by the CSO partner

  1. The report summarizes the review and recommendations provided to the CSO partner (10 pages, the list of stakeholders can be added as annexes)

2.1. Provide technical support and guidance to the CSO partner to develop policy recommendations for the relevant government institutions and other stakeholders to ensure vulnerable groups, especially women with disabilities, have access to social protection schemes, including in the context of emergency response to improve their socio-economic situation

2.2. Advice the CSO partner on the list of relevant government institutions and stakeholders for sharing recommendations, including MSSI and the relevant line ministries, to enhance the inclusiveness of venerable groups in their social protection schemes for vulnerable groups, especially for women with disabilities

2.3. Provide technical support and feedback for the CSO partner’s capacity building plan for the targeted Civil Society Organizations to enhance inclusive social protection schemes and gender equality commitment such as Maubisse Declaration II

  1. Report summarizes technical supports provided for capacity building session for Civil Society Organization (10 pages with a presentation, training materials and advocacy messages as annexes)

2.4. Support the CSO in preparing training materials and being a resource person as needed for the capacity building session for Civil Society Organizations on the rights of people with disabilities and monitoring Timor-Leste social protection schemes and gender equality commitments to improve women with disability economic empowerment.

2.5. Provide technical support and feedback for recommendations/ advocacy messages to Civil Society Organizations to advocate for women and girls with disabilities rights access to social protection schemes and participation in economic opportunities.

  1. Final report submission (20 pages with relevant annexes)

All the documents, including reports, questionnaires, presentations and reports, should be submitted in the English language, or if in Tetum, include an English summary.

Upon receipt of the deliverables and prior to the payment of the instalment, all submitted reports and documents will be reviewed and approved by UN Women.

Notes:

  • All events should include a pre and post assessment, training materials and a report.
  1. Inputs
  • UN Women will provide the consultant reference materials, printing facilities, will facilitate coordination with key stakeholders and provide office space if needed.
  • UN Women will provide logistic and transportation support when travelling out of Dili and municipality travel if required in support of the assignment.
  • UN Women will provide Daily Subsistence Allowance (DSA) to cover expenses outside of the Duty Station when applicable and upon approval of a Travel Authorization.
  • All arrangements will need to be adapted to current conditions, guidelines and requirements related to the COVID-19 pandemic.

Required skills and experience

Education:

  • Master’s degree in Development Studies, Social Sciences, Gender Studies, Social Work or other relevant fields

Experience

  • At least three years of experience working with vulnerable groups, people with disabilities in promoting gender equality and women’s economic empowerment
  • Experience in capacity building organizations, policy analysis and monitoring and evaluation in the areas of social protection for vulnerable groups
  • Demonstrated knowledge of social protection policy, mechanism, and schemes for vulnerable groups and people with disabilities in Timor Leste
  • Experience working with international organizations or the United Nations is desirable.
  • Familiarity with the context of Timor-Leste is an advantage

Language and other skills:

  • Proficiency in oral and written English. Knowledge of Tetum language would be an asset

  • Computer literacy and ability to effectively use office technology and equipment, IT tools, Internet and email.

Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A three-stage procedure is utilized in evaluating the proposals. Candidates who are fulfilling

all the required skills and expertise will go to the technical evaluation process. The evaluation

of the technical proposal is being completed prior to any price proposal being compared.

Only the price proposal of the candidates who passed the minimum technical score of 70%

of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100.

  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is

opened/ evaluated and compared among those technical qualified candidates who have

attained a minimum of 70% score in the technical evaluation. All other price proposals will

received points in inverse proportion to the lowest price.
