International Consultant to support producing National Health Accounts and COVID-19 health expenditures using the System of Health Accounts 2021 (SHA2011) framework in Jordan

1. Purpose of consultancy

The purpose of this consultancy is to support the national team in producing National Health Accounts (NHA) and COVID-19 expenditures using the System of Health Accounts 2021 (SHA2011) framework in Jordan.

2. Background

The System of Health Accounts (SHA2011) is designed to track health expenditures in a systematic, comprehensive, and consistent manner by estimating the expenditures incurred for the consumption of healthcare services and goods in a country for the reference year. Development and practice of the health accounts provide evidence to help the government, policymakers, non-governmental stakeholders, and managers to make better decisions in their efforts to improve the health system. WHO has developed methodological guidance to track and estimate COVID-19 health expenditure, based on SHA 2011. COVID-19 expenditure is critical to review Jordan's experience in fighting the pandemic. COVID-19 expenditures tracking aims at obtaining the overall picture of the total spending on its services and treatment provided by various stakeholders' processes. The specific objectives are to determine the total COVID-19 expenditure, expenditures by providers, spending categories, and factors of production/inputs/objects of expenditures.

In Jordan, health accounts were initiated in 2000. Since then, the Ministry of Health has been conducting health spending tracking exercises and produced eight rounds of National Health Accounts to date. Here’s a growing interest to build the capacity of the national team in producing health accounts and tracking COVID-19 expenditures using the SHA2011 framework. MoH seeks to reinforce the capacity of the NHA national team on the SHA2011 framework and COVID-19 tracking expenditures.

The purpose of the consultancy is to provide technical assistance to design techniques, structures and processes that will improve the knowledge of the NHA national team about producing NHA and COVID-9 expenditures. WHO Jordan office envisages recruiting an international Consultant to strengthen capacity in the management, production and reporting for the years 2020-2022.

3. Work to be performed

Output 1: Review existing procedures within the NHA team and evaluate efficiency in data collection and reporting.

Deliverable 1.1: Develop Road map of data collection strategy

Deliverable 1.2: Provide assistance to the national team in data cleaning and data analyses for health accounts and COVID-19 expenditures 2020-2022

Output 2: Produce NHA and COVID-19 expenditures 2020-2021

Deliverable 2.1: Organize Training Workshop using Health Accounts Production Tool (HAPT).

Deliverable 2.2: Map and produce NHA cross-tables (financing vs. providers, functions, factors of provisions and capital).

Deliverable 2.3: Produce COVID-19, and PHC expenditures

Output 3: Disseminate NHA and COVID-19 expenditures

Deliverable 3.1: Disseminate Results

Deliverable 3.2: Develop Final report and policy briefs

4. Qualifications, experience, skills and languages

Educational Qualifications:

First university degree in health economics, for lower end of range; an advanced university degree in health economics, for mid and high end of range.

Experience:

• 5 to 10 years of work experience in producing health accounts.
• Experience in working with government departments, development agencies, and/or NGOs is desirable.

Skills/Technical skills and knowledge:

• • Knowledge of national health accounts.
  • Familiar with the System of Health Accounts 2011 Framework, and financing datasets
  • Ability to handle complex health expenditure datasets
  • Extensive knowledge of follow-up, monitoring, and evaluation frameworks in terms of management of health accounts.
  • A deep understanding of how to use health accounts results in LMICs.

Languages and level required:

Expert knowledge of Arabic and English.

Amman, Jordan.

6. Planned timelines (50 working days -Dates are subject to confirmation)

End date: 14 December 2023

7. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

8. Travel

The Consultant is expected to travel.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
