UNICEF Albania, in a consorted action with the Albanian government, Ministry of Education and Sports and Ministry of Foreign Affairs, and other partners is seeking to hire an International Consultant that will be responsible for developing a programme (guideline) on how to deliver the education curriculum to Afghani children situated in Albania. The work of the international consultant will be based on the preliminary data of the assessment of the of the psychological, social, and learning needs of children and their families.

The assignment will be conducted by the international consultant in a collaborative effort with other partners including UNICEF, Ministry of Education and Sport other NGOs working in the ground and parents. The international consultant will be required to work from his/her place of residence as well as travel to Albania if allowed by COVID-19 rules in place.

The main purpose of this consultancy will be to support UNICEF for developing a programme for NFL for the Education of the Afghani children in Albania.

- The international consultant will be responsible to develop a child centered, inclusive and culturally sensitive programme for NFL for the Afghani children in Albania.

  • The international consultant will deliver to teachers a training based on the Education of Formal Learning (EFL) to the Afghani children.

  • Deliverable 1. A desk review and inception report and draft the outline of the methodology for the Curriculum for the Afghan children in Albania (6 days after contract signing)

    Tasks

  • Desk review of some of the best UNICEF emergency education programme as well as the Afghanistan national curriculum for children (2 working days).

  • Online meetings with UNICEF and MOESY, in order to have in-depth understanding of the educational needs of the Afghan children Albania (1 working day).
  • Develop a detailed working plan (1 working days from home station).
  • Develop an outline of the Non-Formal Learning Education and the learning assessment tools and share them with UNICEF (2 working days).

Deliverable 2. Develop an inclusive and child centered gender and culturally sensitive NFL for Afghani children in Albania (18 days after first deliverable)

Tasks

  • Develop the draft NFL and the learning assessment for the Afghani children and share it with the UNICEF staff, MOES for comments (16 working days). NFL document should include programme, schedules, principle of learning in inclusive way, strategies for learning, recommendations on organizing age groups and assessment tools, parents’ involvement, and extra curricula options).
  • Incorporate comments from the UNICEF, the MOES, education groups of NGOS working in education etc., to the NFL programme and learning assessment draft and share the final draft with UNICEF (2 working days).

Deliverable 3. Deliver a training for the teachers that will be involved in delivering the curriculum for Afghani children (9 days after the second deliverable)

Tasks

  • Preparation of the agenda, power points, pre-post assessment for teachers and training materials and share them with the UNICEF staff (5 working days).
  • Deliver 3 days training to teachers that will be involved in teaching the Afghan children (3 working days).

  • Prepare a training report with detailed recommendations on identified gaps of teachers practices and what could be some solutions (1 day)

The consultancy will be home based and the duration will be for 33 working days during the period November-December 2021. One International trip may be organized if the travel conditions permit.

To qualify as an advocate for every child you will have…

  • Advanced university degree in Education, Pedagogy, Curriculum Development.
  • Demonstrated 5 years extensive experience of conducting work on curricula development, Programmes for refugees and migrants, assessment etc
  • Excellent facilitation skills and demonstrated experience of conducting teacher training
  • Excellent writing skills in English and ability to synthetize complex information.
  • Knowledge and experience of UNICEF priorities in working in education in emergency will be an advantage
  • Demonstrated experience in working in Education in Emergency

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
