Purpose of Assignment: The purpose of this consultancy is to provide technical expertise to the Lawyers’ Training Center under the Ministry of Justice, Republican Social Information Center ‘Istiqbolli Avlod’ and NGO ‘Madad’ to strengthen capacities of legal practitioners and defence lawyers in dealing with cases of children in contact with the law in child-friendly and gender sensitive manner:

1. Provide technical support to the Lawyers’ Training Center in preparing distance learning course on provision of child-friendly and gender sensitive legal aid to children in contact with the law. 2. Strengthen capacities of legal professionals working with vulnerable groups of children and families to provide child friendly and gender sensitive legal aid.

Scope of Work:

The international consultant will perform the following tasks:

• Provide technical support to the Lawyers’ Training Centre in preparing a distance learning course on provision of child-friendly and gender-sensitive legal aid to children in contact with the law, via adapting available training materials on child-friendly and gender-sensitive legal aid into a distance learning format.

• Strengthen capacities of legal professionals working with vulnerable groups of children and families to provide child-friendly and gender-sensitive legal aid, including development of training materials for advanced training on provision of child-friendly and gender-sensitive legal aid to children in contact with the law (based on case studies with application of international standards and national laws of Uzbekistan), conduct a 3-day advanced training for defence lawyers and legal practitioners from istiqbolli Avlod and Madad in Surkhandarya region with the use of training materials, and conduct 4 online supervision sessions for legal practitioners from Istiqbolli Avlod and Madad to ensure that legal aid services are child-friendly and gender-sensitive.

Work Assignments Overview /Deliverables / Timeline

1. Assistance to teaching staff of the Lawyers’ Training Center in adapting available training materials on child-friendly and gender-sensitive legal aid into a distance learning format / Finalized modules of e-course / 7 days home-based by June 20th, 2023;

2. Develop training materials for an advanced training on provision of child-friendly and gender-sensitive legal aid to children in contact with the law (based on case studies with application of international standards and national laws of Uzbekistan) / 7 days home-based by June 20th, 2023 / 5 days home-based by May 20th, 2023;

3. Conduct a three-day advanced training for defence lawyers and legal practitioners from Istiqbolli Avlod and Madad in Surkhandarya region with the use of the training materials / Pre/post-training questionnaire Handouts / 2 days home-based and 3 days in-country by June 30th, 2023;

4. Conduct 4 online supervision sessions for legal practitioners from Istiqbolli Avlod and Madad to ensure that legal aid service are child-friendly and gender-sensitive / Presentations, handouts / 4 days home-based by October 31st, 2023.

Travel:

The consultant will be required to travel one time to Tashkent and Termez.

The travel plan reflects minimum number of travels to the project sites based on which the individual should calculate the budget for the trips and include into price proposal in a separate line. In the event if number of travels will be more than planned, the incumbent will be required to obtain approval from supervisor and claim reimbursement upon presentment of trip report, hotel receipt and air/rail/roadway receipts.

Daily Subsistence Allowance (DSA) should not exceed UN established rates. For more details on UN DSA rates please follow the link: https://icsc.un.org/.

Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

To qualify as an advocate for every child you will have…

  • Enter Disciplines Law and other Social Sciences.
  • At least 8 years of professional experience in the field of access to justice for children, with a focus on child-friendly and gender-sensitive legal aid.
  • Excellent knowledge of international standards related to access to justice for children.
  • Experience in developing and implementing training programmes on children’s access to justice/ child-friendly legal aid for justice/legal professionals.
  • Excellent presentation and communication skills.
  • Excellent written and spoken command of English (verified by records of previous work experience and interview).
  • Previous work experience with UNICEF would be an asset (verified by records of previous work experience).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
