Result of Service - The National Ozone Unit and other related institutions in Peru are strengthened to operationalize the certification system, and for the adoption of safety standards in the introduction of RAC equipment based on non-ODS and zero/low-GWP refrigerants, in accordance with ExCom Decision 90/36.

  • The National Ozone Unit of El Salvador is strengthened to enhance cooperation with institutions and associations related to the RAC sector, including the Refrigeration Association, to improve the technical level of workers in the refrigeration area in accordance with the Institutional Strengthening (Phase IX) project approved for El Salvador.

  • The National Ozone Unit of Honduras is strengthened in the preparation of all reports related to the implementation of the approved HPMP II, Tranche 1.

    Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

The HCFC Phase-out Plan Management Plan (HPMP) Stage II for Honduras and the HPMP Stage III for Peru were submitted and approved at the 86th and 91st Executive Committee (ExCom) meetings (the financial mechanism), respectively. In accordance with these projects, countries require technical support and advice for the implementation of the activities related to the certification scheme in good refrigeration practices among technicians in the RAC sector, the development of a manual and guides on good refrigeration practices and safe handling of flammable refrigerants for RAC servicing sector, and supporting the study tour to Colombia for the representatives of the NOU, RAC associations, and training institutes from Peru to learn from the experiences in the certification of RAC technicians.

The Institutional Strengthening (Phase IX) for El Salvador was submitted and approved in the 91st ExCom meeting and requires support in the strengthening of cooperation with institutions and associations related to the RAC sector, and the development of awareness conferences on the effects of HCFCs and HFCs on the ozone layer and the climate system.

Based on the above, the corresponding National Ozone Units (NOUs) have requested UNEP to engage a consultant who will provide the technical expertise and guidance for the implementation and monitoring of the activities described, and as per the approved project proposals for each country

The consultant will provide technical assistance both remotely and face to face (if feasible) to National Ozone Officers (Government) of Honduras, El Salvador, and Peru, in close coordination with the Compliance Assistance regional team for Latin America. Specifically, the consultant will be responsible for the following actions:

  • Handles the organization of the study visit to Colombia of the representatives of the NOU, the RAC associations, and training institutions from Peru to learn from the experiences in the certification of RAC technicians.

  • Develops and provides advice on the certification scheme in good refrigeration practices among technicians in the RAC sector in Peru.

  • Collaborates in the strengthening of cooperation with institutions and associations related to the RAC sector, including the Refrigeration Association, to improve the technical level of workers in the refrigeration sector in El Salvador.

  • Develops dissemination materials and conducts information meetings on the effects of HCFCs and HFCs on the ozone layer and the climate system to tailored to different target audiences in El Salvador.

  • Conducts the formulation/update of the safe handling of flammable refrigerants guides and the good refrigeration practices guides/manual for the certification of the refrigeration technicians in Peru.

  • Monitors and contributes to the preparation of all relevant reports required by the National Ozone Units.

    Qualifications/special skills- Master's or equivalent degree in engineering, environmental sciences, law or economy, or related area, is required.

- A Bachelor’s degree in engineering, environmental sciences, law, economy, or related area combined with 2 years of experience in project management may be accepted in lieu of the Master’s degree.

- At least seven (7) years of progressively responsible experience in project/programme implementation linked to information outreach, knowledge management or project management support, is required

- Experience in the implementation of Montreal Protocol projects, is highly desirable.

- Experience in developing technician certification schemes and is highly desirable.

- Experience in working with government officers of the Latin American region, is highly desirable.

- Previous work experience in the United Nations system and knowledge of Montreal Protocol-related matters will be an asset

Languages- Fluency, i.e., reading, speaking, understanding, and writing in Spanish is required.

- Working knowledge of English is highly desirable.
