How can you make a difference?

Under supervision of the Chief Education:

  • Review progress towards achieving the expected result including result framework and activity design documents.
  • Assess and identify challenges or areas that need to be improved, and suggest any adjustments, strategies, or activities to meet the target set in the remaining period of the Programme; and
  • Document lessons learned.
  • Provide specific recommendations on the programme continuation or scale-up approach that arises from the findings;

Tasks and Responsibilities:

1. Review design and workplan

Carry out review of relevant literature and documents such as all national policies, strategies, plans, and programme documents, reports, etc related to school readiness such as programme documents, result framework(s), workplans and activities agreed with donors and partners, progress reports, etc. Copies of documents will be provided. Based on the above, develop a detailed workplan, and outline the methodology and tools to be used.

2. Consultation with key stakeholders

Discuss with UNICEF on the key areas of focus and the methodology proposed in the inception report. Consultation with key stakeholders including the following:

  • MoEYS at the national and municipal level – including but not limited to Pre-school and Basic Education Directorate, and other relevant Government Agencies such as INFORDEPE;
  • Municipal authorities, especially municipal education authorities
  • Staff of preschools and basic education schools and communities: parents, teachers, students, community involved in the project.

The consultation will include field visit to municipalities. UNICEF will facilitate and provide support with getting meeting appointment, in-country transportation, and logistical support for the field visit.

3. Final report and presentation

Carry out a thorough analysis of all data and information collected and draft the review report that responds to all areas set out above. The review should provide disaggregated data and information on the two Municipalities in addition to reporting on the school readiness programme in general in relation to achievement of target set and the implications for scale up.

Make a presentation to UNICEF and other key stakeholders based on the review. Important comments and suggestion during this presentation may need to be incorporated into the final report.

Deliverables:

1. Inception report that outlines the context of the review, review framework and methodology to be used, and a work plan (10 days)

2. Brief report on all of the processes of data and information collection used, including meeting, interviews, discussion, survey, etc. including a list of persons met and places visited (15 days)

3.1. Final Review report including an executive summary, methodology, findings including gaps and lesson learned, conclusion and recommendations.

3.2. A power point presentation summarizing the review report (10 days).

Estimated Duration of Assignment: 35 working days (to be started as soon as possible)

Propose Payment Schedule: Based on Deliverables

40% upon submission of deliverables 1 & 2

60% upon submission of deliverable 3

To qualify as an advocate for every child you will have…

  • An advance academic degree in Education, such as early childhood education, or related fields
  • Previous experience of review or evaluation work in education/sub-sector development and/or interventions (preferably for Early Childhood Education) is mandatory
  • Minimum 8 years of relevant work experience some of which are at international level
  • Excellent command of English, sound research and communication skills, and computer literacy is a must
  • Knowledge of Tetum and/or Portuguese an advantage
  • Familiarity with UNICEF’s mission and mandate; and work experience in education for UNICEF is an advantage
  • Familiarity with UN/UNICEF research standard and norms including ethical requirement is an advantage
  • Knowledge and experience of work in Timor-Leste or similar context in the region is an asset

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
